7C <br /> June 2004 and made 28 Statements of Overriding Cansideration in taking their action.� Page 9 <br /> The Marina Shores Village approvaf was repealed through a local voter referendum in <br /> November 2004. The certification o#the Final EIR was not part of the referendum. <br /> As previously discussed, the Peninsula Park application includes a portion of the same <br /> project area as MSV with a simiiar mix of land uses at a forrver density and lovv�r <br /> heights. The City has determined that an Addendum to the previousfy certified EIR is <br /> the appropriate environmental review document for the Peninsula Park project, pursuant <br /> to Sections 15164 and 15162 of the California Environmental Quality Act (CEQA) <br /> Guidelines. The purpose of an Addendurn is to describe the changes and additions to <br /> the previously cer#ified EIR necessary to achieve CEQA compliance for the propased <br /> Peninsula Park project. The Addendum identifies mitigation measures that have been <br /> removed as a result of #he reduced proiect scape, mitigation measures that remain <br /> applicable, and the impacts that continue to be significant and unavoidable. <br /> The MSV EER identified 25 significant unavoidable irnpacts. Upon certification of the <br /> 2003 �IR, hov��sver, the City Counci! dstermined that some of the transportation and <br /> circulation mitigation measures, while �echnically feasible, were cost prohibitive and <br /> would require extensive coordination with State agencies. The Council, therefore, <br /> adopted a Statement of 4verriding Considerations with three additional signifieant <br /> unavoidable impacts, for a project total of 28 significant unavoidable impacts.
