The Addendum to the <br /> Marina Shores Village EIR addresses the air quality impacts for the Peninsula Park <br /> project. In addition to the required mitigation the applicant has indicated a desire to <br /> provide Trattic r�educing Housing, which is a program that would pr�vide priority to <br /> residential tenants that reduce their vehicle miles traveled by living close ta work, <br /> working from home, or otharwise reducing their carbon footprint. Furthermore, the <br /> project site and its particular loca#ian east of U.S. Highway 101 optimizes the prevailing <br /> wind patterns with respect to its proximity to existing adjacent industrial and commercial <br /> land uses; thereby making the project site favorable for residential development. <br /> In 2001 the City Cc�uncil ac�npted a Nice Places Policy which states "it is the palicy of <br /> the City of Redwoad City that in the design of public and private projects, high priority <br /> be given to creating comfortable, enjoyable, and aestheticaily pleasing public spaces." <br /> With the adoption of the Precise Plan the project will incorporate urban design principles <br /> and guidelines that promote active, pe�+es±riar!-or�ented streets and �ublic spaces. <br /> Za,_ ninq <br /> The project site is currently zoned General Commercia) "CG," which does not contain a <br /> residential camponent. Therefore, when the applicant submitted the project, City staff <br /> strongly encouraged the use of a Precise Plan as the zoning mechanism for this scale <br /> of development. A Precise Plan provides the City with the oppor�unity to establish urban <br /> design standards and guidelines that ensure an exceptional waterfront orientation. <br /> Basic zoning is not a sensitive enough tool to require special design considerations that <br /> Precise Plan zoning can mandate. Furthermore, the urban infill characteristics of the <br /> Peninsula Marina site, along with the existing commercial zoning, the surrounding � <br /> residential development, and the proximity #o Reciwood City's Downtawn establish a <br /> need for a high quality project that can provide an anchar for an emerging neighborhood <br /> in this area. <br /> As a result, City stafF has been working with urban design consuftants, Bottomfey <br /> Associates, on the preparation of the Peninsula Park Precise Plan. (Attachment 7) This <br /> process has resulted in a revised site plan along wifih some additional improvements to <br /> the overall project. At the November 13th public hearing the Planning Commission <br /> recommen�ed �pproval of the October 2007 draft of the Peninsula Park Precise plan, <br /> since that time City staff has had the opportunity to further review the document in <br /> concert with the Deveiopment Agreement and the draft MMRP. As a resulf, a correction <br /> page has been included as an attachment to the Precise Plan for City Council <br /> consideration (Attachment 7-A}. The purpose af the correction sheet is to help further <br /> refine the document and provide additiona{ clarification on several topics. <br /> Environmental Review <br /> An Environmenta! impact Report {EIR), prepared for the City by WagstafF and <br /> Associates, evaluated the potential effects of MSV and was certified by the City in 2004. <br /> More specifically, the Redwood City Planning Commission certified the Final <br /> Environmenta) Impact Report (Fina!
