7C <br /> Page 12 <br /> Infrastructure and Financing Plan <br /> The purpose af the Infrastructure and Financing Plan is to identify public improvements <br /> and infrastructure {"improvements") required to serve the Peninsula Park project and <br /> other property in the surrounding area, describe the phasing of construction of such <br /> improvements refative to the deveiopment, and describe patential me�haus of francing <br /> such improvements through a combina#ion of developer contributions, tax-exempt <br /> financing, state and federal assistance, development fees and other financing <br /> mechanisms, including possible advances of funds by the developer, subject to <br /> reimbursement. The Infrastructure and Financing Plan sets out which improvements are <br /> required based on zones established by the City's Engineering and Construction <br /> Division, deemed necessary to support the projecYs build-out.3 These zones and the <br /> financial requirements for each improvement are further defined in rnaps, tables, and <br /> fee charts attached to the Infrastructure and Financing Plan. <br /> Chiid Care <br /> The draft Develop;me.^.t A�rPPrnPn# alsa addresses the developrnent's impact on the <br /> City's child care supply. The hotel will be required to provide child care on-site or at a <br /> nearby off-site location for 30 children or pay an in lieu fee of $450,000 to the City. The <br /> residential component of the project wifl be required to provide child care for 34 children <br /> in an on-site location either within fami[y child care homes in some of the residential <br /> units; in a child care center in the commercia! portion of the site; or within a combination <br /> thereof. Alternately, an in lieu fee of $510,000 cou[d be remitted to the City to support <br /> development af child care facilities elsewhere in the community. The provision of a child <br /> care center on the project site serving the demand for child care provision for both the <br /> hatel and residential components of the development could be combined in one on-site <br /> faciiity. <br /> Public Notification <br /> The City Council public hearing notice was published in the Redwood City Daily News <br /> on December 1, 2007. <br /> Sign:ficant effort was made to invite a larger contingency of interested parties to this <br /> public hearing through a variety of ineans including a press release, electronic mailing <br /> lists, the City web page, posting City venues, and direct mail. With respect to direct mail, <br /> approximately 1,200 notices were sent and the following mailing (ists were used: <br /> ■ General Pfan Community Participation Program Mailing List <br /> ■ Neighborhood Associations and Related Cantac#s <br /> � Downtown Business Group <br /> ■ Chamber af Commerce Redwood City Businesses <br /> ■ Adjacent Property Owners and Tenants <br /> ■ Other interested parties <br /> Same businesses, property owners, or individuals may have been noticed more than <br /> once due to this broad-reach canvassing. 4thers may have fearned about this meeting <br /> through means other than direct mail and may wish to be added to the mailing list. <br /> 3 For further details refer to the Infrastructure and Financing P1an in Attachment 3. <br /> 12 <br />
