Attachme 7C <br /> �a�e 16 <br /> RESOLUTION N�. <br /> A RESOLUTION OF THE CITY COUNCIL OF THE C1TY OF REDWOOD CITY <br /> MAKING CERTAIN FINDINGS CONCERNING MITIGATION MEASURES, <br /> ADC�PTING A MtTIGATION MONITORING AND REPORTING PROGRAM, <br /> MAKING FINDfNGS CONCERNtNG ALTERNATIVES, AND ADOPTlNG A <br /> STATEMENT OF OVERRIDING CONSIDERATIONS IN ACCORDANCE WITH <br /> THE CALIFORNIA ENVIRONMENTAL QUALITY ACT FOR PENINSULA PARK <br /> t�VHEREAS, the City of Redwood Ci#y ("City"} prepared a FEna! Enviranmental Impact <br /> Report {"FElR"}for fhe Marina Shores Village ("MSV"} Project. <br /> iliiFiEREAS, in addition to evaivating the devefapment as proposed by �lenborough- <br /> Pauls, LLC {the"Sponsor"), the FEIR evaluates the environmental impacts of nine alternatives. <br /> WHEREAS, on Jufy 8, 2003, affer a duly noficed pub{ic hearing and an independent <br /> review of the MSV FEtR, the Planning Commission of the City af Redwood City ("Planning <br /> Commission") certified by recarded vote that the MSV FEfR was completed in accordance with <br /> the requirements of the Califomia Environmentai Quality Act ("CEQA") and sfate and Iocai <br /> guidelines and reflected the independent judgment of the City. <br /> WHEREAS, in June 2004, the City Council of the City of Redwood City ("City Counci{" ar <br /> "Council") approved a Generaf Plan Amendment, a Zoning Map Amendment of the Peninsula <br /> Marina property and Pete's Harbor property from General Commercial {CG) Zorting District and <br /> General Commercial-Combined Residential (CG-R) Zoning District, respectively, to Planned <br /> Community (P) Zoning District, and the MSV Precise Plan. <br /> WHEREAS, subsequently, the Planned Community Zoning Map Amendment approvai <br /> was repealed by a (ocal voter referendum, Measure"Q." <br /> WHEREAS, R.C. Peninsula Park LLC has submitted an application for developmen# of a <br /> redesigned and reduced-scafe project, "Peninsufa Park," on the 33.24-acre Peninsula Marina <br /> portion of the 46.45-acre 20p3 MSV project site. The Penirtsula Park application does not <br /> include the 13.21-acre Pete's Harbor property. <br /> WHEREAS, #he City determined that prepara#ion of an Addendiam to the Environmental <br /> Impact Report for the Marina Shores Viiiage Project ("Addendum") pursuant ta Section 15164 of <br /> the CEQA Guidelines is the most appropriate method for evaluation of the Peninsufa I'ar4c <br /> project, <br /> WHEREAS, on November 13, 20Q7, after a duly noticed public hearing and after review <br /> and consideration of the Addendum, as well as the originalEy certified MSV FEIR, the Planning <br /> Commission recommended the approval of the Zoning Map Amendment of the properties <br /> located within the Peninsula Park Precise Plan Area and the Peninsufa Park Precise Plan to the <br /> City CounciL <br /> WHEREAS, in connection wifh the Praject the City intends to act on the follawing: (1) a <br /> Zoning Map Amendmenf to Planned Community Distric# (P District)for the area of the Pertinsula <br /> Atty/Reso/Reso.1772 � <br /> 121307 <br />
