7C <br /> Page 17 <br /> Park Precise Plan; (2} approval of the Peninsula Park Precise Plan, pursuant to Article 52 of the <br /> Redwood City Zoning Ordinance; and (3)a Devefopment Agreement; and <br /> WHEREAS, CEQA requires that, in connection with the approval of a project for which <br /> an FEER has been prepared which idenfifies one or more significant environmental effects, the <br /> decision-making agency make certain findings regarding those effects. <br /> NOW THEREFORE, BE !T RES�LVED BY THE CITY COUNCIL OF THE CITY OF <br /> REDWOOD CITY, AS FOLLQWS; <br /> 1. This Council hereby frnds and affirms that the Addendum to the 2003 MSV EIR <br /> as well as the originai 2003 MSV FEIR has been completed in compliance with CEQA; that the <br /> City Councii has reviewed and analyzed any other information in the record and has considered <br /> the information contained therein, including the writien and oral comments received at the public <br /> hearings on the FEIR and the Project, prior to acting upon or approving the Project; and that the <br /> FEfR represents the independent judgment of the City of Redwaod City; and <br /> 2. The Findings and recommendations set forth in Exhibit A, and incorporated <br /> herein by reference, are made by this Council as the Cify's findings under the California <br /> Environmenta{ Quality Act ("CEQA"} (Pub. Resources Code § 21000 ef se�c,) and the CEQA <br /> Guidelines (Cal. Code Regs., title 14, §15000 et se�c.) ralating to the Project. The Findings <br /> provide the written analysis and conclusions of the Council regarding the Project's <br /> environmenfal impacts, mitigation measures and alternatives to the Project. <br /> 3. The incorparated features of the Peninsula Park Precise Plan Project and other <br /> modifications to the Initiaf Project do not create any potentiafly significant environmenta{ irnpact <br /> which was not associated with the Project, or s9gnificantly increase any potentially significant <br /> environmental impact associated with #he Praject, but do reduce or eliminate a number of <br /> potentially significant er�vironmental impacts of the Project, as described in Exhibifi A fio this <br /> resolution. lnclusion of those features which are not part of the Precise Plan would prevent the <br /> Project from achieving fundamental abjectives, and would not be feasible, for reasons described <br /> in Exhibit A to this resolution. Pursuant to Public Resources Code Section 21081 and CEQA <br /> Guidelines Sections ?5091 et seq., the City Council adapts a:�d makes the fo!la�nrir.g s±atement <br /> of overriding considerations regarding the remaining unavoidable impacts of the Project and the <br /> anticipa#ed economic, social and other benefits of the Project. <br /> a. Siqnificant Unavoidable impacts. <br /> With respect to the foregoing findings, as set farth in Exhibit A, and in recognition <br /> �f those facts which are included in the record, the City has determined that the Project would <br /> cause the following significant, unavoidable impacts, which are more specifically identified in <br /> Chapter 18, section 18.2 of the FEIR: <br /> i. Impact 5-7: Internal Visual Relationship of Project Devefopment to Eiectrical <br /> Transmission Lines, <br /> ii.
