Impact 7-16: Cumulative (2020) With Project Impact on the Veterans <br /> Boulevard/Whipple Avenue Intersection. <br /> vi. Impact 8-8: Project-Related Bird Collisions. <br /> These impacts cannot be avoided oc substantially reduced by feasible changes <br /> or alterations to the Project, other than the changes or alterations adopted or provided for under <br /> this Resolution. <br /> b. Overridi�g Considerations. <br /> This Council specifically adopts fhis Statement of Overriding Considerations, <br /> finding #hat this Project includes all feasible measures that would eliminate or substantially <br /> lessen the significan# impacts of the Project on the environment, and tha# the remaining <br /> significant, unavoidable impacts of the Project are acceptable in light of the environmenfal, <br /> econamic, social and other considerations set forth herein because the benefits of the Project <br /> outweigh the significant and adverse impacts of the Project. This Council finds that each of the <br /> overriding considerations set forth below constitutes a separate and independent ground for <br /> . finding that the benefits of the Project autweigh its significant adverse environmental impacts <br /> and sets forth an averriding consideration warranting approval of the Project. <br /> This Cauncil has considered the Addendum and the FEIR, the public record of <br /> proceedings on the proposed Project and other written materiats presented to the City as well <br /> as oral and written testimony at a1i public hearings and meetings related fo the Project, and <br /> does hereby determine that impiementation of the Peninsula Park Project as specifically <br /> provided in the Project documents would result in the substantial public benefits set farfh below. <br /> This Co�ncil has weighed the benefits of the proposed Project against its <br /> unavoidable environmental risks and adverse environmental effects identified in the Addendum <br /> and FElR and hereby determines that those benefts, as outlined below, outweigh the risks and <br /> adverse environmental sffects and, therefare, further determines that these risks and adverse <br /> environmental effects are acceptable. <br /> (i) ProvidingNew Housing. The Project wouid provide a site for up to <br /> 796 new housing units, a signr€icant and much-needed addition to the <br /> overall housing stock of the City, San Mateo County and the San <br /> Francisco Peninsula as a whole, afl of which have greater demand for <br /> housing than they supply. The City, County and Peninsufa housing <br /> shortages are aiso grawing mare acute, with a trend of rising prices and <br /> rents, forcing working families to spend more of their income on pfaces to <br /> live mare distant from their work and cammunities where they have ather <br /> ties, such as family. To address this problem in a lasting way, more new <br /> housing must be built, and the Project's infiil site presents an opportunity, <br /> rare in the County or an the Peninsula and irreplaceable in the City, to <br /> develap a large number of new homes. <br /> {ii) Providin4 Affordable Housinq. The Project wouid provide, <br /> assuming the full 796 units are built, up to 40 new on-site affordable units <br /> Atty/Reso/Reso.1772 3 <br /> 121307 <br />
