Activiiies associated wifh the existing heavy commerciaf and industriaf uses in rhe <br /> area (e.g., asphalt batch plant, concrete ready mix batch plant, heavy equipment yards, metai <br /> recycling operations) present potential incampatibilities wi#h the proposed residentiaf componenf <br /> of the project, including possible visual impacts (light intrusion and glare, visual distraction}, <br /> traffic conflicts, noise and vibration, air quality (especially dust), and City land use policies <br /> regarding compatibility beiween fufure uses and existing heavy commercial and inciustrial uses <br /> in the area. Each of these environmental issues has been individually evaluated and discussed <br /> in the EIR, incfuding in chapters 4 (Land Use), 5 (Visual Factors), 7 (Transportation and <br /> Circu{ation), 13 {Noise}, and 15 {Air Quality). Similarly, potentiai impacts on the proposed <br /> project associated with San Carlos Airport overflights have been evaluated and discussed in <br /> EIR chapter 13 (Noise). <br /> The EIR concludes that, based on factors of distance and separation, indus#rial traffic pafterns, <br /> prevailing winds, and applicable noise attsnuation requirements, such impacts would be less- <br /> fhan-significant. Nevertheless, the introduction of mul#i-story residences in the vicinity of <br /> existing heavy commercial and industriaf activities in the Bair Island Road/Seaport <br /> Boulevard/Port of Redwood City area and beneath San Carlos Airport averFlights cou[d result in <br /> an increasP in nuisance complain#s about, and requests to limit, some of these heavy <br /> comrnercial, industrial, and airport operations and associated visua{, traffic, noise/vibration, and <br /> air quality nuisance aspects. <br /> Mitigation 4-1a: To infarm potential project residents of the existing heavy <br /> commerciai and industrial activities in the Bair Island Road/Seaport Boulevard/Port of Redwood <br /> City area, flight operations from San Carlos Airport, and possib�e perceptions of associated <br /> nuisance characteristics, the EIR authors recommend that the City establish, as a condition of <br /> project appraval, a requirsment, formula#ed to run with the project praperty title, that: (1) <br /> prospective project residents (including prospective purchasers and tenants} of all project <br /> residenfia! units shall be notified in writing by the seller or person offering a unit for renf that <br /> there are existing extended-hour, heavy commercial and industrial activities in the area, as well <br /> as airport flight operations associated with San Carlos Airport, that may have perceived daytime <br /> and nighttime visual, traffic, noise/vibrafion, and/or air quality-related nuisance effects; and (2} <br /> ti�is writfen cfisciosure shal( be included in the sale and rentai agreemenf materials to be signed <br /> by the prospective prQject residents.
