7C <br /> Page 22 <br /> EXHIBIT A <br /> FlN�INGS O!V THE A�QFNDUM AND THE MARINA�HC�RES VILl,AGE FEIR <br /> The fo[lowing findings identify potential adv�rse environmental irrtpacts and mitigation <br /> measures and state related determinations of the City of Rsdwood City concerning proposed <br /> development of the Peninsula Park Prpject. These findings are made with reference to the <br /> Adciendum to the 2003 Environmental Impact Report for the Marina Shores Village Project and <br /> the Draft and Fina1 Environmental Impact Report for the Marina Shores Village Project certified <br /> by the Redwood City Planning Commission on July 8, 2003 (the "FEIR") and the Mitigation <br /> Manitoring and Reporting Program for the Marina Shores Village Project and related Mifigation <br /> Moniforing Checklist {together, the "MMRP"} appraved concurrently with these findings. To <br /> avaid repetition and an unnecessarify lengthy document, these findings do not restate in full <br /> detail the analysis of impacts or descriptions of mitigatian measures in the FEIR and MMRP, but <br /> instead identify the FEIR designation of the impacts discussed and the MMRP designations of <br /> mitigation measures, so #hat further information on those impacts and mitigation measures is <br /> incorporaiecf by re#erence and available to any reader. With respect to certain impacts, each <br /> identified in Addendum sectians 3.1 to 3.12, the detailed Addendum discussion of the impac#s of <br /> the Peninsula Park Project must be read in light of changes resulting from substitution of the <br /> Peninsula Park Project, as discussed in sec#ion 2, in place of the Original Marina Shores Village <br /> Project. Copies of the Addendum, FEIR, and MMRP are avaifable in the office of the City Clerk. <br /> I. LAND USE <br /> The Praject would have the following potentially significant impacts on land use. <br /> A. Elec#ric Transmission Lines <br /> Potential Impact 4-1: The project residential components closest #o the <br /> northern edge of the project site would be in close proximity (as close as 150 feet) to the <br /> existing PG&E parallel 230- and 115-kV electrical firansmission tower lines. These project- <br /> introduced residential/ transmissian line relationships could result in adverse impacts related ta <br /> the perceived visual, public health and safety, and noise effects, and couid Eead to future <br /> nuisance complaints. The significance of these impacfs is described in chapters 5 (Visual <br /> F�ctors), fi2 (Public Health and Safety), and 13 (Noise) of the EIR—see subsections 5.3.3 <br /> {lmpact 5-7: Internal Visual Reiationship of Project Development to Electrica( Transmission <br /> Lines), 12.3.2 (under "Potential Elsctromagnetic Field Health Hazards"), and 13.3.2 {lmpact 93- <br /> 1: Project Compatibility with the Existing Noise Environment). These effects represent a <br /> pofenfially significant land use compafibrlity impacf. <br /> Mitigation 4-1: The following measures shall be implemented to address the <br /> potential#or nuisance impacts related to praject relationships to the existing PGS�E electrical <br /> transmission iines: <br /> 1. Provide notification in writing to all prospective residents of all residential units wi#hin 200 <br /> feet of the edge of the 230-kV/115-kV transmission lines easement that there are <br /> existing transmission iines of these specific power ra#ings, with associated visual and <br /> noise characteristics, within that distance; this notificafion shall be achieved by including <br /> such disclasure in the sale and rental agreement materials to be signed by pro}ect <br /> residents; and <br /> 12891021179278.2 <br /> Atty/Reso/Reso.1470 <br /> ososoa 1 <br />
