General Visual Com�atibilitv <br /> Pot�ntia! Impact 5-3: The project's architectural design concept is generally <br /> compatible with attractive new develapment in the immedia#e vicinity. However, the proposed <br /> projec# wouid substantially increase the height, mass, sca[e, and intensity of development in the <br /> area. The project's ten tallest residential multi-story buildings, ranging from 100 to 120 feei in <br /> height, would be over two times fhe height of the talles#structures in #he immediate vicinity. The <br /> mid-rise residentiaf and hotel buildings would be approximateiy 1.5 times the height af#he talfest <br /> structures in the immediate vicinity. The project height would have a signi�cant visua! <br /> compafibility impacf. <br /> Mitigation 5-3: Implement one of the following twa alternative mitigations: <br /> 1. Mifigation Alfemative 5-3-1: Reduce project building heights #o a maximum of five <br /> stories and/ar 75 feet, consisten#with current City policy and #he genera! scale of <br /> adjacent and nearby development. Implementati�n of this measure would reduce <br /> general visual compatibility impact ta a less-than-significant level. <br /> 2. Mrtigation Alfernative 5-3-2: {mplement Mitigation Alternative 5-1-2 (adoption of a <br /> Precise Pfan). This mitigation would substantially reduce project visual compatibility <br /> impacts to a less-fhan-signi�canf level. <br /> Findings: Impiementation of either option set forth in Mitigation Measure 5-3 is <br /> feasibfe and would reduce general visual compa#ibility impact to a less-than-significant level. <br /> D. Liqht and Glare <br /> Potential impact 5-4: Lighting in the outdoor spaces af the proposed project <br /> and interior lighting emanating from structures could create (ight and glare impacts on <br /> surrounding residences, commercial properties, and recreationa# areas. Additionally, daytime <br /> fight reflection from the windows of the tower sfruc#ures could create glare impacts on the <br /> surrounding areas. These effects may have a potentially significant impact. <br /> Mitigation 5-4: lmplement the foilowing measures: <br /> 1. Design project lighting to confine illumination to fhe project site, <br /> minimizing light spillage to adjacent residences, of�ices, commercial <br /> uses, and pubfic open space and recreational areas. Use cut-off fixtures <br /> for outdoor ar�as. Provide structura! or vegetative screening from <br /> sensitive adjacent uses. <br /> 2. Reduce project building heights to approximately 75 feet, as noted in <br /> Mitigation Altematives 5-2-1 and 5-3-1, ta minimize interference with <br /> dark sky views.
