Urban Desiqn Obiectives <br /> Potential Impact 5-6: The proposed project would create the on- an� off-site <br /> design re{ationships necessary for successfui achievement of the Redwood City Planning <br /> Division Urban �esign Guidelines. As determined by the City's urban design cansultant and <br /> explained in section 3.2 of this Addendum, the proposed praject bui{dings would relate <br /> adequately to adjacent public spaces, including Bair island Road, Redwood Creek, and <br /> perimeter public trails. On the current project plans, residential mul#i-story buildings do not <br /> appear arranged to create a distinctive sky{ine composition; however, wi#h the substantially <br /> reduced project size and building heights compared to the 2003 EIR project, the lack of refined <br /> skyline composition would be iess noticeable from surrounding van#age points. These <br /> preliminary findings regarding current project consrstency with City urban design policies wiil <br /> warrant continued verification during the City-required design review process as project <br /> architectural and landscape details are refined and fina{ized. Until thEs design review and policy <br /> consistency verification process is completed to City satisfaction, it is assumed that the project <br /> could stil! have a significant visual impact related fio cortsistency with City urban design <br /> guidelines. <br /> Mitigation 5-6: The following mitigation measures shal[ be incarparated in <br /> ongoing project design refinemenfs: <br /> 1. Vary the project architectural grid as needed ta create an intentional <br /> design response totirvard perimeter public spaces, particularly Bair Island <br /> Road and Redwood Creek. <br /> 2. Arrange the residential multi-story buildings according ta a design concept <br /> for a composed and memorable skyline. <br /> 3. Minirrtize the visual effect of iwo-story perimeter parking garages andlor <br /> continue to refine the project design to enhance adjacent public spaces, <br /> including Bair Island Road and Redwood Creek. Face exterior parking <br /> strucfures with townhouses, stairs and iandings, enhanced architecturai <br /> details, and fandscaping. <br /> 4. Consider massing, glazing, and/or surface material changes to reduce the <br /> corner shadowing effect ofi#he projecYs resident{al multi-story buildings. <br /> 5. Prepare more-detailed open space and landscape design plans to <br /> indicate the design approach to all publicly accessibls open spaces. Note <br /> on the plans which areas are open ta the generaf public and during what <br /> hours af the day. Include a description of the function and design inten#of <br /> perimeter public open spaces.
