7C
Page 29
Findings: Impfementation of fhese measures would reduce urban design
related visual impacts to a less-than-significant level.
F. lnternal Visual ReEationship of Proiect Development to Electrical
Transmission Lines
Potential Impact 5-7: The quality and livability of the closest project residences
could be substan#ially impacted by views of #he PG&E electricai transmissian lines and
associated towers that traverse the easement immediately north ofi the project site. These
visual effects would represent a potentially significant visual impact.
Mitigation 5-7: The following measures shall be implemented to reduce the
degree of electrical transmission fine visual impact:
1. No residential structure shall be located within 100 feet of the edge of the
easement.
2. Prospective residents of all project residential units within 200 feet af #he
edge of the transmission fine easement sha11 be notified in writing by the
devefoper that there are transmission lines within that distance; this
natification shall be achieved by including such disc(osure in the sales
materials to be signed by project residents.
3. Reduce the visua[ impact of the existing transmission towers and lines
thraugh incororation in the project landscaping plan of strategic planting
along the length of the projecYs border with the overhead transmission
line easement, subject to approval by fhe Community Development
Services Department and Public Works Ssrvices Department.
4. Similarly, use strategic landscaping at other key on-site vantage points
with views of these transmission lines and towers to reduce their adverse
impact on the visual quality of the community.
Findings: Even with implementafion af these faur recommended measures,
however, the adverse v9sual impact of these existing tower fines, given their height and
prominence, would nat be concealed or reduced to less-than-significant levels and would
therefore represent a significant unavoidab€e impact. This impact ;s afao overridden by
project bsnefits as set forth in the s#atement of overriding considerations.
Itl. POPULATION, HOUSING AND EMPLOYMENT
A. Resident Population Growth '
Potential [mpact 6-1: Project-related resident popufation growth (estimated at
1,660 new residents} has the potential to cause a number of popufation-related significant
adverse environmental efiects and also contribute to a number of signicant cumulative adverse
environmental effects (traffic, public services, noise, and air quality} as described in ather
chap#ers of the ElR, representinr a po±entia!!y sigr,ifcant project and cum:la±ive impact.
Atty/Reso/Reso.1772 g
121307
