7C <br /> Page 36 <br /> if one or more of the parking design objectives identified above are not met, the <br /> project on-site parking provisions could be inadequate, could resu{t in overflaw parking and <br /> spillover onto adjacent and nearby streets, and could result in inordinate patrolling and <br /> enforcement demands on the Redwaod City Police Department. Either of these effects would <br /> represen# a significant impact. <br /> Mitigation 7-14: Design and management measures shall be incorporated into <br /> the project to ensure that adequate peak-period parking provisions are provided within <br /> convenienf proximity to users, and designed and managed to meet the parking control and <br /> security cancerns of the Redwood City Pafice Department. The design and management <br /> measures shall include the following: <br /> 1. parking space-by-location provisions that are adequate in number and <br /> convenient in proximi#y to projected peak residential, commercial, hotel, <br /> and recreationa! (public access) land uses; <br /> 2. an Ongoing Parking Management Program, prepared for City staff review <br /> and appraval, that tailors parking demand to availabilifiy within the <br /> devefopment complex, details daytime and evening shared parking <br /> aspects, provides for maintenance of a 10 percent margin of available <br /> parking at all times, and includes provisions for roufine monitoring of <br /> parking use as project phased construction and occupancy accurs, <br /> continuing for three years following project buildout; and includes design <br /> provisions to permit parking expansion to be readify accommodated on- <br /> site, perhaps through the ability to construct additionaE parking decks, if <br /> such a need is indicated by the parking monitorrng program. <br /> Any future parking expansion shall not exceed the adopted per use <br /> parking space requiremenfis of the City, and shall incorporate design <br /> features that, to the satisfaction of#he City, reduce potential adverse land <br /> use compatibility or visual impacts to less-than-significant levels (e.g., <br /> locations behind residential and/or commercia( structures, architectural <br /> features, vegetative screening); and <br /> 3. parking confrof and secur'rty pravisions that may include, but are not <br /> limited to, a ful!-time, on-site security and monitoring operation (e.g., <br /> security personnel, surveillance cameras, emergency tefephones, <br /> adequa#e security lighting, adequa#e patralling, adequafe emergency <br /> access, and adequate coordination between project security operations <br /> and Redwood City Poticy Departmenf operations). <br /> Findings.
