Such changes can or should be adopted by Caltrans or Caltrain. <br /> This impact is also overridden by praject benefits as set forth in the statement of averriding <br /> considerations. <br /> K. Cumulative (2020) With Proiect Impact on the Veterans Boulevard/Whipple <br /> Avenue lntersection <br /> Patential lmpact 7-16: Under Cumulative {2020) Without Project conditions, the <br /> Veterans Boulevard/Whippfe Avenue intersection is expected to operate a# LOS D, an <br /> acceptabie level, during the AM peak hour, and LOS E, an unacceptable level, during the PM <br /> peak hour. The addition of project fraffic is expected #o degrads operations at#he intersection #o <br /> LOS E during the AM peak hour, an unacceptable level. Furthermare, the additian of project <br /> fraffic is expected to increase the average delay at the intersection by more than 5.0 seconds <br /> during the PM peak hour. Both af these effects would represent a significanf cumulative impact. <br /> Upan certification of the 2003 EIR, however, the City Council determined that, <br /> while technically feasible, the mitigation measures for this intersection—i.e. the addition of a <br /> dedicated eastbound right #um fane and addition of a second westbound left tum fane—would <br /> require property acquisition and widening of a freeway averpass which would significantly <br /> increase project costs and require extensive coordination with State agencies. The City <br /> Council, therefore, adopted a Statement of Overriding Considerations for the impact at this <br /> intersection, resulting in an impact that is significant and unavoidable. The Statement of <br /> Overriding Considerations is inciuded in the Ci#y Council resolution #14590 adopted June 7, <br /> 2004 on file at City Hall. If the City Council determines tha# the mitigation still remains <br /> infeasibfe, the Council will be required to adopt a Statement of Overriding Considerations for <br /> this impact af the Peninsufa Park project. <br /> Mitigation 7-96: An improvement has been identified for this intersection in the <br /> Redwood City Traffic lmpact Mifigafion Fee Sfudy (TIMFS). The identified improvement <br /> includes the addition of a dedicated eastbound right turn lane. However, the level of service <br /> anaEysis conducted for this Addendum indicates that this improvement alone would not provide <br /> acceptable operations during the AM or PM peak hours under Cumulative (2020) With Project <br /> canditions. <br /> Therefore, in addition to the T(NiFS-identified additionaf eastbound right turn <br /> lane, the additian of a second wes#bound left turn lane is needed to mitigate this AM peak-hour <br /> Cumulative (2020) With Project impact--i.e., to achieve LOS D at this intersection. This <br /> additional improvement would reduce #his cumulative intersection impact to a less-fhan- <br /> significant leveL <br /> Findings: While technically feasibfe this miiigation measure will remain cost <br /> prohibitive and would require extensive coordinafion with State agencies.
