Increase in Poiice Service Demands <br /> Potentiat Impact 70-3: Buildout of the proposed project rrvould increase <br /> demands for Redwoad City Police Department services in the project vicinity. Project residents, <br /> businesses, and employees wouid generaie additional calis for pofice assistance and the need <br /> for expanded police patrols in the area. It is estimated that up to the equivalent of 1.6 additional <br /> sworn officers and requisite training, support staff, facilities, and equipment would be necessary <br /> at project buildout to adequatefy serve the project. Without corresponding incremental <br /> increases in City police service provisians, poiice service levefs and response times could <br /> deteriorate, representing a potenfially significant impact. <br /> Mitigation 10-3: The Redwood City Palice Department shall review the 1997 <br /> staffing survey and associated staffing cap policy in iight of#he proposed Peninsula Park project <br /> and other potential nearby development types and levels {e.g., Syufy site) not fully anticipated in <br /> 1997. If necessary, the staffing cap of 100 sworn o�cers shall be raised. !f the staffing cap is <br /> raised, the City shall use property tax revenue flow increases from the project to the City's <br /> genera! fund to annually fund and employ a minimum equivalent of 1.6 additional sworn o�cers <br /> and requisite training, support staff, faciiities, and equipment, adequately phased over the <br /> project buildout period (currently estimated at approximately ten years). For each City-approved <br /> project development phase, the City shall withhold approval of the project Certificates of <br /> Occupancy if it is de#ermined tha# adequate police protection cannot be provided and narmal <br /> City service standards cannot be met by the time of occupancy. fn addition, project site <br /> development plans shall be subject to review by the Redwoad City Police Department to ident'rFy <br /> specific design measures {e.g., street and parking area lighting, placement of open space <br /> areas, etc.}that may be warranted �o reduce the patential for criminal activity. <br /> Findings: implementa#ion of these Mitigation Measure 10-3 is feasible and <br /> would reduce the impact of projec#-rela#ed increases in police service demands to a /ess-fhan- <br /> signifrcant level. <br /> D. Ernerqenev Response and Evacuation tmpacts <br /> Potential Impact 10-4: Project-related traffic would create addi#ional traffic <br /> congestion on Bair lsland Road, East Bayshare Road, and other foca! raadways, possibly <br /> delaying emergency respanse and limiting the Police Departmen#'s abifity to evacuate the <br /> prQjec# vicinity safely during an emergency or major disaster.
