7C
Page 51
Mitigation 10-4: Implement mitigation measures identified in the "Transportation
and Circu{ation" section of this table to reduce project-related traffic impacts an Baif lsland
Road, East ayshore Rod, nd other local roads to less-than-significant levefs. In addition,
require City review and approvaE af project-proposed emergency access provisions prior to
tentative subdivision map approval.
Findings: lmplementation of the Mitigation Measure 10-4 is feasible and would
reduce praject impacts on emergency response and evacuation ta a less-than-significanf
level.
E. Cumulative Demands for Po[ice Services
Potenfial impact 'f 0-5: uildout o# the project in combination with other
anticipated cumulative (pending, recently approved, or recently canstructed} residential
development in the city by the year 2020, wauld increase the demand for po{ice services,
including an estimated need fior approximately i8 additionai swarn affiicers, and requisite
training, support staff, facilities, and equipment. Without corresponding incremental increases in
palice service provisions, this effect would represent a potentially significant cumulafive impacf.
Mitigation 1U-5: Implement Mitigation 10-3.
Findings: lmplementation of Mitigation 10-5 is feasible and will reduce the
Project's contribution to this cumulafive impact to a less-than-significant level.
F. Proiecfi-Relatd and Cumulative lncreases in Fire Protectian and
Emerqencv Medicat Service Demands
Potential Impac# 10-6: Buildout o# the proposed project, in combinaion with
other anticipated cumulative (pending, recently approved, or recently constructed) residentiai
development in the city by the year 2020, would increase demands for fire protection and
emergency medical services provided by the Redwood City Fire Department (RCFD), including
an estimated need for the equivalent of 1.3 additional RCFD emergency personne! (captains,
fire fighter/paramedics, and fire fighters), plus requisite training, support staff, facilities, and
equipment. New residents associated with anticipated cumulative residential development in
the city by 2020, including the proposed project, would require up to approximately 13 additional
RCFD emergency personnel and requisite training, support staff, facilifies, and equipment.
Withaut correspanding irremen#al increases in RCFD provisions, response times and o#her
service couid deteriorate, representing a potentially signicant projecf and cumulative impact.
Niitigafiion 10-6: The Ciiy shaU use property tax reverue fiaw increases fram the
project to the City's generaf fund ta annually fund ongoing fire and emergency medical service
needs generated by the project. In additiort, to the extent necessary, the City shauld require
individuaf development projects, including the PeninsUfa Park project, to provide a fair share
contribution taward provision of new staff facilities and equipment cosfs which exceed general
fund capacity. The City shall withhold approval af the project Certificate of Occupancy if it is
determined that adec{uate fire protection and emergency medical service cannot be provided
and service standards cannot be met by the time of project accupancy. In addition, the project
shall comply with RCFD standards applied ta the project after City review of project plans. At
this preliminary point, e RCFD has idertified the following minimum requirements for design of
the proposed project:
Atty/Reso/Reso.1772 30
121307
