Parks and Recreation Services Impacts <br /> Potential Impact 10-8: The new residents resu[ting from the project's 796-unit <br /> residential companent would increase the demand far local parks and recreationai services. <br /> The City has not adopted a citywide parks sfandard; however, in order to maintain the City's <br /> current parks rafio of 1.7 acres of parkland per 1,000 residents, approximately 2.82 acres of <br /> additional improved parkland at a lacation or locations so as to be available for use by project <br /> residents would be required to serve the parlc needs of the projected 1,660 project residents; <br /> currently, no improved parkland exists within a convenient waiking distance (e.g., less than 1/2- <br /> mile} of#he project site. The proposed project includes approximately 2.79 acres of on-site <br /> public park area in the form of a community park adjacent to Bair Island Road and twa"overlook <br /> parks" adjacent t� Redwood Creek. Additional on-si#e public open space v�ould incfude <br /> pedestrian and bicycle paths, promenades, and a prapased �ink to #he planned San Francisco <br /> Bay Trail e�ension (no#yet designed}. Project effec#s on City parks and recreation services <br /> would represent a pofenfially significant impacf. <br /> Mitigation 10-8: As part af Precise Plan formulation for the project, the City's <br /> C�mmunity Development Services Department and Parks, Recreation and Community Services <br /> Department shall decide what credit would be applied taward meeting the project`s parks and <br /> recreatian needs, based on a total projected need of approximately 2.82 acres of additionaf <br /> improved parkland, through provision af the on-site community park, two"overlook parks," other <br /> public open space, and the proposed link to the planned San Francisco Bay Trail extension. !f <br /> determined necessary by the City, the developer shall revise the project site plan to incorporate <br /> on-site parkland with amenities sufficient to serve the project residents, or pay the City-adopted <br /> Parks Impact Fee (per City;O�dtnances 2�7 and'28�) to make-up the difference. <br /> Findings: lmpiementation of �his mitigation measure is feasible and would <br /> reduce project impacts on park facilities and recreational programs to a less-fhan-significanf <br /> level. <br /> I. Solid Waste Diversion Impacts <br /> Po#ent9al lrnpact 10-9: Due #o the 100-to-120-foot height af ten of the praject <br /> bui(dings, the project has the potential to conflict with state-mandated requirements for 50 <br /> percent solid waste stream diversion if residen�s find the locations of recyciing bins to be too <br /> distant or inconvenient. Site and project plans submitted at this time do not provide enough <br /> detaiE to deterrnine if adequate �rovisions for recycling have been included in project design. If <br /> adequate recycling provisions are not uftimateiy inc(uded, ihe project coufd conflict with state- <br /> mandated waste s#ream reducfion requirements, represenfing a pofenfially significant impact. <br /> Mitigation 10-9: The final project architec#ural design shall include chutes far <br /> recyclable materials immediately adjacent to the garbage chutes, or at another suitable location <br /> approved by the City, in the ten tallest residential buildings. Bins for storage of recyclables shafl <br /> be provided for each residential unit in these buildings. The City shafl ensure that these <br /> provisions are included in project constructian prior to issuance of a Certificate of Occupancy. <br /> Findings: Implementation of this measure is #easible and wauld reduce the <br /> irnpact to a less-fhan-srgnificant 1eve1. <br /> Atty/Reso/Reso.'1772 3Z <br /> 321307 <br />
