Cirupfer I-Background,lssues,and Goals <br /> CJhapter Y - Bacicg�ound, I��u�s, and Goals <br /> Introduction <br /> The land area addressed by the Peninsula Park Precise Plnn is the former <br /> site of Peninsula Marina,located along the west bank of Redwood <br /> Creek just north af US 101.It is within Redwood City's Bayfront, a <br /> partion of the city that is framed by waterways and wetlands on the <br /> north, east and wesf, and US 101 on the south. The Bayfront is a <br /> somewhat self-contained area largely isolated from the rest of the <br /> city,with a patchwork of industrial and mmmercial facilities,mari- <br /> nas,residential enclaves,and oKice parks.Sig�ficant changes to the <br /> land use and general chara�ter of the 8ayfront axe likely in coming <br /> years.Approximately 71 acres of land Iocated between Maple Stxeet <br /> and Whipple Avenue are potentially for sale and/or proposed for <br /> development. These sites include the 33.2-acre Peninsula Marina, <br /> which is the subject of the Precise Plan, as well as Pete's Harbor, <br /> Century 12 Cinemas,Allen Steel,and Docktown Marina.The pro- <br /> posed Blomquist Street Extension and Redwood Creek Sridge�vi]1 <br /> link Seapori Baulevard,Maple Street,and Whipple Avenue,greatly <br /> reducting the Precise Plan Area s isolation from the rest o£the city. <br /> The Inner Bayfront Context map on page 6 illustrates properties and <br /> streets in the area. <br /> The Peninsula Park Precise Ptan contains land use,design,and�ircula- <br /> iion policies for creating a d.istinctive,water-oriented, urban xesi- <br /> dential community.It is intended to supersede the area's previous <br /> zoning requirennents, and incorporates CEQA-related miiigation <br /> measures as appropriate.The Precise Plan's po�icies,guidelines,and <br /> standards are a means to achieve the vision established for the Pre- <br /> cise Plan.Area,noE ends in fihemselves. Though they may contain <br /> quanfitative requirements,the inten#of a policy is generally more <br /> iunportant than its specifics.
