S�ubstantive progress toward de- <br /> velopment consistent with the Precise Plan shall include goad faith <br /> applications to State and Federal agencies to obtain required ap- <br /> provals assaciated with proposed developinent within three years <br /> o# the Precise Plan s adoption. If subsfaxiiive progress toward de- <br /> velopment is not made,the Planning Comnussion shall initiate con- <br /> sideration of a rezoning consistent with communify objectives for <br /> the Precise Pian Area ai that time. <br /> The Precise Plan Area <br /> The Pre�ise Plan Area lies to the east of Bair Island Road.It is ap- <br /> proximately 33.2 acres in size and contains a former mazina and ad- <br /> jacent of£ice buildings.Docks,slips and pilings have been removed, <br /> ieavi.ng 14.1 acres af open water,riprap/vegetated banks,an aban- <br /> doned perimeter road,and a 75Q-spa�e parking area.The central por- <br /> tion of the property is elevated on fill appro�nately 8#eet above <br /> Drah-October?A.07 <br /> - 2 - <br /> adjacent Bair Island Road. One 2-story and four 3-story office build- <br /> ings overlook the watez:The buildings have a nautical,Cape Cod- <br /> like characte�and aze bordered on the south and east by khe parking <br /> lot. South of the parking Iot is a vacant land area, distezrbed and <br /> overgrown. Tkus area is basically flat,lying at about the same eleva- <br /> tion as Bair Island Road and approxirnately 8 feet below the adja- <br /> cent elevaied US 101 freeway. <br /> AbuEting#he Precise Plan Area on the narth is a strip of land owned <br /> by the US Fish and Wildlife Services(USFWS). A PG&E easement. <br /> containing 204-foot tall transmission towers crosses the USFWS prop- <br /> erry; these transmission towers are the tallest structures in#he ar- <br /> eas,however because they are open-frame steel structures they do <br /> not block views. A parking lot for the Bair Island Wildlife Refuge <br /> occupies the western end of the USFWS land.The eastern end is an <br /> undevelaped field. Adjacent to the USFWS parcel is the V'illas at <br /> Bair Island,a marina/apartment camplex. The buildings are Medi- <br /> terranean in style, 4 stories, with 3 stories of above ground level <br /> paxking garages. <br /> Ac�ess to the Precise Plan Area is curren�ly possible only from the <br /> Whipple Avenue inferchange at U�101,via East Bayshore Road and <br /> Saiz Lsland Road.Soth are 3-lane streets with centez left turn lanes. <br /> Sidewallcs are narrow or non-existent. Bair Island Road contains <br /> bike lanes,East Bayshore Road does not.Neither street has curbside <br /> parking.East Bayshore Road abuts the US 101 Freeway and is sepa- <br /> rated from khe freeway on the south by a chain link fence-topped <br /> concrete barrier.On the north,�ontage properties include indusirial <br /> and auto sales businesses and a 12-screen cinema complex. <br /> Bair Island Road is the spine of the Precise Plan Area.The westerly <br /> frontage con#ains 1-story auto sales and repair and self-storage build- <br /> ings,surface pazking lots,and the 4-story Bayport Marina Plaza,a <br /> concrete block ofiice bttilding that is the tallest occupied structure in <br /> the ixnmediate vicinity.Marina Pointe,a compact deveiopment of 46 <br /> 2-3 story Mediterranean-style tawnhouses,is located just narth of <br /> �0 <br /> N <br /> (Q <br /> (D <br /> � <br /> CO°37 C� <br />
