Clutpfer 1-Background, Issues,and Goals <br /> Bayport Marina Plaza and across Sair Island Raad from the Precise <br /> Plan Area. <br /> Context and Surroundings <br /> Redwood Creek borders the Precise Plan Area on the east and di- <br /> rectly acrass the Creek is Docktown Marina. The vesseis at <br /> Docktown are a varied collection af traditional houseboats, sail- <br /> boats,cruisers,floating cabi.ns,and barges. Adjacent to Docktown <br /> an the north is the Bair Island Aquatic Center,a privately-operated <br /> rowing club; adjacent to Docktown an the sauth is the San Mateo <br /> County Women's Correctional Facility.East beqond Docktown is a <br /> Cify police station,machinery and sand and gravel maunds of the <br /> Granite Rock company,and a mix of other industrial facilities.Far- <br /> ther to the east and northeast,I'ort of Redwood Ci#y facilities domi- <br /> nate the lands�ape,with storage tanks and silos, sand and gravel <br /> pi�es, and loading facilities. The tallest occupied structures in the <br /> Bayfront Area are the 5-and 6-sfiory glass and steel of#ice buildings <br /> of"Pacific Shores Center;'lacated at the north end of Seaport Boule- <br /> vard. The tallest struciures averall are the material storage silos of <br /> the RMC Lonestar Cement Marine Terminal facility adjacent to I'a- <br /> cifi�Shores. <br /> US 101 borders the southern tip of the Precise Plan Area. It is ap- <br /> proximately 160 feet wide, and is slightly elevated ta cross Red- <br /> wood Creek South across the highway are 1-to 4stoxy affice build- <br /> ings. Views of the Precise Plan Area are unobstructed from hoth <br /> directions on US 1Q1.There are also prominent views of the Precise <br /> Plan Area from the Maple Street and Whipple Avenue overcrossings; <br /> bnth are important links between Downtawn Redwood City and <br /> the greater Bayfron#area.The Precise Plan Area is visible from the <br /> hillsides of Redwood City and adjacent connmunities,as well as from <br /> Ba.ir Island and the public trails along the southexn perimeter of the <br /> Redwood Shores neighborhood further ta the north. <br /> - 3 - <br /> The Precise Plan Area is less than one mile as the crow flies from <br /> Braadway and Downtown Redwood Cify. Howeve�US 101 and the <br /> pattern of development in between creates the impression that the <br /> distance is much greate� <br /> Circulation and Transpartation Conditians <br /> Access to the Precise Plan Asea is liznited to#he Wtupple Avenue/US <br /> 101 interrhange and East Bayshore Road,as noted above.US 101 is <br /> congesied during peak traffic periods,li�xuting the capacity of inter- <br /> change on-ramps. East Bayshore Road is often congested during <br /> peak cinema periods.Pedestrian and bicycle facilities are available, <br /> but are discontizluous and isolated by US 101 and Redwood Creel� <br /> striped bike ianes exist on Bair Island Road but do not connect to <br /> other trails or streets with bike lanes. No traffic signaLs currently <br /> exist in the area,and the walking and bicycling environment is not <br /> �onducive for commuting; exis#ing facilities are used primarily in <br /> association with recreation activities. <br /> The proposed Blomquist Sireet Extension and Redwood Creek Bridge <br /> will provide access between the Precise Plan Area and Maple Street, <br /> Seaport Boulevard,and the Wcrodside Road/US 101 interchange. To- <br /> gether,the Extension and Bridge will effectively continue Blomquist <br /> Street west appmximately 2,50Q feet from its present termu�us at Maple <br /> Street to the intersection of East Bayshore Road and Bair Island Road. <br /> As proposed,the right-of-way would extend through City-awned <br /> property north of the existing police substation,through a portion <br /> of the Docktown Marina property,and across Redwood Creek. <br /> The Blomqtust Street Extension is proposed as a twa-Iane facility, <br /> and hoth the bridge and roadway are designed for bicycle and pe- <br /> destrian access.It will provide additional emergency vehiele access <br /> to the Precise Plan Area at Maple Street independent of the US 101 <br /> interchanges,and camplete a znissi.ng link in Redwood City's por- <br /> tion of the Bay Trail. <br /> ��-o�cone�xom <br /> � <br /> N <br /> (Q <br /> (D <br /> � <br /> �C� <br />
