Transportation Demand Management (TDM) measures and transit service must be pxovided.TDM measures inrlude a land use program that maximizes znternal trips and encourages pedesirian and bitycle circuiaiion.Other TDM mea- sures to be considered include: parking supply management; xesident and employee#ransit-use i.ncentives induding transit passes;shut#le/van poals;water taxis,and car sharing programs. Impxoving bicycle and pedestrian access to and from the Precise Plan Area is a key element. Without i�mproved iransit service, TDM policies related to land use and parking supply are unlikeiy to reduce traffic and con- gestion significantly. Privately-funded shuttle servitces, com- bined with expanded SamTrans bus service to the area,should be the focus of transit irnprovem.ent efforts. Shutile service should provide access to local destinations autside the Precise Plan Area that wauld otherwise be the focus of auto-based irips. Community/Wat.erfront Co�amer�ial Niche-Cornxnercial ser- vices are necessary to create the urban village envixanment en- visioned by the 1'reci.se Plan.The Plan's land use standards can- tain policies to encourage a convenience market,small restau- rants, and similar uses located in a pedesfxi�an-oriented"Com- rnunity Hub:' The Hub coulci also provide for small-scale ladg- ing,one or two waterfror�t-oriented restaurants,and a limited amount of sperialty retail space oriented to visitors. Downtown is the heart of Redwood City,and an important goal of the Precise Plan is creating a successful,locally-oriented com- mercial center that does no# compete with Downtown.
