The automobile <br /> is currenfly the only practical form of transportation for resi- <br /> dents, employees, and visitors traveling to and from#he area. <br /> Unless alternatives are pursued,unacceptahle leveis of conges- <br /> tion wiii result. Transportation Demand Management (TDM) <br /> measures and transit service must be pxovided.TDM measures <br /> inrlude a land use program that maximizes znternal trips and <br /> encourages pedesirian and bitycle circuiaiion.Other TDM mea- <br /> sures to be considered include: parking supply management; <br /> xesident and employee#ransit-use i.ncentives induding transit <br /> passes;shut#le/van poals;water taxis,and car sharing programs. <br /> Impxoving bicycle and pedestrian access to and from the Precise <br /> Plan Area is a key element. <br /> Without i�mproved iransit service, TDM policies related to land <br /> use and parking supply are unlikeiy to reduce traffic and con- <br /> gestion significantly. Privately-funded shuttle servitces, com- <br /> bined with expanded SamTrans bus service to the area,should <br /> be the focus of transit irnprovem.ent efforts. Shutile service <br /> should provide access to local destinations autside the Precise <br /> Plan Area that wauld otherwise be the focus of auto-based irips. <br /> 'These should in�lude Do�vntown,the Downtown Transi#Cen- <br /> ter,and major empioyers;development is encouraged ta explore <br /> jaint use with the existing Seaport Center shuttle and other lo- <br /> - 11 - <br /> cal shuttle services to reduce iransit headways and prvmote tran- <br /> sit efficiency.TDM and transit service unprovements should be <br /> focused specifically on eliminating the need far future roadway <br /> and intersection widenings. <br /> Developmene in fihe Precise Plan Area should reflect the policies <br /> and recommendatians of the San Mateo County Congestion Man- <br /> agement Plan(2�03),partic�.�larly regarcling trip reduction efforts <br /> and support for alternative transit modes such as the Bay Ferry. <br /> 5.
