Required Community Hub Uses-As noted in Chapter I, <br /> a central goal of the Plan is the czeation of a self support <br /> ing high-density residential neighborhood.This neigh- <br /> borhood shall contain supporting commerrial,recre- <br /> ational,and insiituiional land uses as needed to mini- <br /> mize ex#ernal auto-based trips,encourage pedestrian and <br /> bicycle circulatian,and promote a lively and attractive <br /> community.Reducing the leakage of local sales and com- <br /> munity support services#o other citi.es is also a key ob- <br /> jective. <br /> Land and/or building space for a Comxnunity Hub�on- <br /> tainu�g these uses shall be established.The Community <br /> Hub shall incorporate contiguaus first fl.00r space that <br /> includes at a minimum the uses listed below.The Com- <br /> munity Hub shaU be located directly adjacent to Bair <br /> Island Road for ease of access,and border the interior <br /> harbor area to take advantage of the waterfront loca- <br /> tion.Community Hub uses shall total a minixnum of <br /> 10,000 square feet and include the fo3lowing: <br /> 1. Community Commercial Businesses-minur►um to- <br /> ta17,500 square feet fi�rst floor space for a conve- <br /> nience market,and.other travel-sharing uses. <br /> 2. Bank/ATM Facility <br /> 3. Other Local-Serving Uses— Other local serving uses <br /> shall be detexxz�ined by the Planning Director to be con- <br /> sistent with the intent of the Precise Plan. <br /> c Non Local-Servimg Uses-consistent with the scale and <br /> charac�er of the Community Hub and consistent with <br /> the intent of the Precise Plan.These may consist of wa- <br /> ter-oriented restaurants,speaalty shops,and other uses <br /> that attract patrons from outside the Precise Plan Area. <br /> Non-local uses shalt be limited to a maximum total of <br /> 50% of total comrrtercial space. <br /> B.
