Chapter II-Development Standards£�Urban Design Guidelznes <br /> Chapter II- Development Standards & <br /> Urban Design Guidelines <br /> This chapter establishes poli�y standards and gui.delines for land <br /> use, site development, and urban design based on the goals con- <br /> tained in Chapier I. Developrnent 5tandards are requirements for <br /> those aspects of deveiopment khat are essential to achievir►g the <br /> goals of the Precise Plan.They include speeifications for permitted <br /> uses,buildang setbacks,and parldng. <br /> Urban Design Guidelines are discxetionary yet strongly recom- <br /> mended,policies that address more subj ective considerations,such <br /> as building fornns and architectural detailing.They serve as criteria <br /> for design revi.ew by City staff and the Architectural Review Com- <br /> mittee,Planning Cammission,and City Councii.(Appendix A pro- <br /> vides a standards and guidelines re�erence index.) <br /> Development Standards <br /> Standards are organized izt three categori.es: <br /> I, Land Use <br /> II. Building Heighf&Setbacks <br /> III. Streeis&Ways,Siie Develapmen�,and Parking <br /> I. Land Use <br /> The type, distribuiion, and extent of land uses within the Precise <br /> Plan Axea is based on the goa�s contaixied in Chapter I. These in- <br /> clude creation of a residential commuruty and maxuniizing public <br /> access to the city's waterfront. "Primary Uses"are those that com- <br /> prise the majoriry af development. "Other Uses" support the Pri- <br /> pm(k-Odober 2067 <br /> mary Uses and/or the City's vision for the Precise Plan Area as a <br /> whole. The appropriateness of�ther Uses shall be determi.ned by <br /> the Planning Director. <br /> A. PRIMARY AND OTHER LAND USES <br /> - 14 - <br /> Primary Uses <br /> a.
