<br />12/17/2007 <br /> <br />traffic to the EI Camino ReallWhipple Avenue intersection is expected to result in a significant <br />unavoidable cumulative impact. Such changes or alterations are within the responsibility and <br />jurisdiction of either Caltrans or the Peninsula Corridor Joint Powers Board (Caltrain) and not <br />the City of Redwood City. Such changes can or should be adopted by Caltrans or Caltrain. <br />This impact is also overridden by project benefits as set forth in the statement of overriding <br />considerations. <br /> <br />K. Cumulative (2020) With Proiect Impact on the Veterans BoulevardlWhipple <br />Avenue Intersection <br /> <br />Potential Impact 7-16: Under Cumulative (2020) Without Project conditions, the <br />Veterans BoulevardlWhipple Avenue intersection is expected to operate at LOS D, an <br />acceptable level, during the AM peak hour, and LOS E, an unacceptable level, during the PM <br />peak hour. The addition of project traffic is expected to degrade operations at the intersection to <br />LOS E during the AM peak hour, an unacceptable level. Furthermore, the addition of project <br />traffic is expected to increase the average delay at the intersection by more than 5.0 seconds <br />during the PM peak hour. Both of these effects would represent a significant cumulative impact. <br /> <br />Upon certification of the 2003 EIR, however, the City Council determined that, <br />while technically feasible, the mitigation measures for this intersection--Le. the addition of a <br />dedicated eastbound right turn lane and addition of a second westbound left turn lane--would <br />require property acquisition and widening of a freeway overpass which would significantly <br />increase project costs and require extensive coordination with State agencies. The City <br />Council, therefore, adopted a Statement of Overriding Considerations for the impact at this <br />intersection, resulting in an impact that is significant and unavoidable. The Statement of <br />Overriding Considerations is included in the City Council resolution #14590 adopted June 7, <br />2004 on file at City Hall. If the City Council determines that the mitigation still remains <br />infeasible, the Council will be required to adopt a Statement of Overriding Considerations for <br />this impact of the Peninsula Park project. <br /> <br />Mitigation 7-16: An improvement has been identified for this intersection in the <br />Redwood City Traffic Impact Mitigation Fee Study (TIMFS). The identified improvement <br />includes the addition of a dedicated eastbound right turn lane. However, the level of service <br />analysis conducted for this Addendum indicates that this improvement alone would not provide <br />acceptable operations during the AM or PM peak hours under Cumulative (2020) With Project <br />conditions. <br /> <br />Therefore, in addition to the TIMFS-identified additional eastbound right turn <br />lane, the addition of a second westbound left turn lane is needed to mitigate this AM peak-hour <br />Cumulative (2020) With Project impact--Le., to achieve LOS D at this intersection. This <br />additional improvement would reduce this cumulative intersection impact to a less-than- <br />significant level. <br /> <br />Findings: While technically feasible this mitigation measure will remain cost <br />prohibitive and would require extensive coordination with State agencies. Such changes or <br />alterations are within the responsibility and jurisdiction of either Caltrans and not the City of <br />Redwood City. Such changes can or should be adopted by Caltrans. This Council, therefore, <br />will consider adopting a Statement of Overriding Considerations for this impact; thereby, making <br />it a significant unavoidable cumulative impact.
