Willow Road to University
Avenue and University Avenue to the County Line Seaments - PM Peak
Hour

Findings: The current Peninsula Park project would not result in any of the
significant Cumulative With Project impacts identified above. All of the identified impacts would
be less-than-significant (see Tables 7.21 through 7.24 in appendix 5.1 of the Addendum). No
significant impact has been identified; no mitigation is required.

C. Air Quality

Impact 15-2: Proiect and Cumulative Impacts on Reaional Emissions. The
2003 EIR identified a significant impact resulting from project and cumulative impacts on
regional emissions.

Findings: The current Peninsula Park project would generate regional emissions
below the BAAQMO significance thresholds for all identified pollutants, both without and with
implementation of the identified TOM measures. Therefore, the new project's impact on
regional emissions would be less-than-significant, and the mitigation identified in the 2003 EIR
for Impact 15-2 would no longer be required for regional air emissions mitigation purposes.

XIV. CUMULATIVE IMPACTS

Implementation of the proposed Project in conjunction with other City-approved
projects would have a significant, unavoidable cumulative impact on population, housing, and
employment, and on transportation and circulation. These impacts are discussed more fully in
Sections III and IV above.

The environmental, economic, social and other benefits of the Project override
the significant cumulative impacts of the proposed Project, as more fully stated in the Statement
of Overriding Considerations.

XV. PROJECT ALTERNATIVES

Section 15126.6(b) of the CEQA Guidelines states that, because the EIR must identify ways to
mitigate or avoid significant effects of the proposed project on the environment, "[T]he

Atty/Reso/Reso.1772
121707

44

14829
Muff# 613
