KORTECH CONSULTING, INC.

Page 2

The work for Stage 11 is divided into categories of maintenance, enhancements, data loading,
system test, documentation, training, and project coordination.

TASK 1. ENHANCEMENTS

Task Description. The following enhancements will be provided:

· A process will be implemented to enable monthly downloads of weather data from the
California Irrigation Management Information System (CIMIS) website.

· Additional functions will be implemented for water allocation formulas that calculate
current evaporation and precipitation values based on CIMIS data.

· A mechanism will be implemented to enable a system administrator to approve or
override CIMIS data values. Also, an audit trail of approvals or overrides will be
maintained.

· A technique will be implemented to calculate water allocation for partial billing periods.
This will be based on linear proration of billing days across the billing period.

· A mechanism wil be implemented to generate a monthly irrigation customer allocation
master for John Whitcomb.

Note that CIMIS data is available on a calendar monthly basis, and hence weather-based
allocation functions can operate only on calendar monthly billing periods. In particular, this means
that all sites that use weather-based functions to calculate allocations must employ calendar
monthly billing periods. In other words, irrigation customers must all have calendar monthly billing
periods.

Deliverables. Design, implementation, unit test.

Work Estimate. Not to exceed 116 hours.

TASK 2. DATA LOADING

Task Description. Irrigation customer data will be loaded into WAP. This work must be
performed by Redwood City IT in conjunction with Public Works Services. However, it is
anticipated based on past experience that some support will be required for this task.

Deliverables. Data loaded.

Work Estimate. Not to exceed 20 hours.

TASK 3. SYSTEM TEST

Task Description. Perform complete system test in coordination with Redwood City IT.

Deliverables. System test plan and results.

Work Estimate. Not to exceed 60 hours.

TASK 4. DOCUMENTATION

Task Description. Update WAP Administrator's Guide and WAP Architecture and Design
documents.

Oeliverables. WAP Administrator's Guide v5 and WAP Architecture and Design v6.
