Said mitigation measures shall be implemented by <br /> conditioning construction permits or similar entitlements upon such <br /> measures and shall be monitored by the City and the Bay Area Air <br /> Quality Management District ("BAAQMD"). <br /> <br /> (ii) Reqional Air Quality-motor vehicle trips to af}d from the Project <br /> will cause a significant effect upon regional air quality.
