financial commitment by the Project Proponent to construction of <br /> improvements and provision of other aspects of mitigation, the <br /> costs of which shall be borne by the Project Proponent in <br /> proportion to benefits conferred thereby upon the Project, including, <br /> if appropriate, full funding. The changes or alterations described in <br /> the aforementioned mitigation measures which are within the <br /> responsibility and jurisdiction of another, or other, public agencies <br /> can, and should be adopted by such other agency or agencies. <br /> Said agencies include the State of California and the local <br /> jurisdictions within which the above-described improvements are <br /> proposed to be located. <br /> <br /> (d) Air Qualib/. (i) Construction-during construction of the <br /> Project air quality will be impacted by earth moving, hauling, <br /> excavation, and related activities, resulting in localized and <br /> temporary increases in particulate ambient air levels. Said <br /> impacts shall be mitigated by surface watering twice daily or as <br /> necessary to prevent emanation of fugitive dust and particulates <br /> until surface areas have been covered with landscaping, grass, or <br /> other vegetation or are occupied with buildings, paving, and related <br /> improvements.
