implemented and monitored under conditions to permits and other entitlements <br />pertaining to the Project, including, but not be limited to, an annexation or <br />development agreement, the entering into of which by and between the City and <br />the Project Proponent (or the owner or other authorized agent of the owner) shall <br />be, and is hereby expressly declared as, a condition to annexation of the <br />Property to the City of Redwood City and development of the Property; (iv) Said <br />entitlements which shall include mitigation requirements and monitoring thereof <br />as specified by the City, may also include, without limitation, a planned <br />development permit or permits for development of the Project, tentative <br />subdivision map(s) and/or tentative parcel map(s), architectural and landscaping <br />permit(s), grading permit(s), building permit(s) and such other entitlements as <br />may pertain to the development of the Project. The City hereby reserves and <br />retains discretion and authority to determine and select which particular <br />mitigation measures shall be attached as conditions to specific entitlements, <br />such that the Project Proponent shall comply with the mitigation measures <br />approved hereby during and throughout implementation of the Project. <br /> <br /> 4. Seven alternatives to the proposed Project were identified in the FEIR <br />(FEIR, pp. 4-1-4-15, each of which has been considered by this Council, and <br />found not to mitigate or lessen significant unavoidable impacts, or have been <br />rejected as infeasible as follows: <br /> <br /> (a) No Proiect.
