This Council hereby certifies that the FEIR was presented to it as the <br />lead agency and decision-making body for the Prezoning Ordinance, and that it <br />has reviewed and considered the information contained in the FEIR and intends <br />to adopt the Prezoning Ordinance. This Council further hereby acknowledges <br />that the prezoning of the Property shall be deemed, the "project," solely for the <br />purposes of carrying out the first discretionary act pertaining to the Project under <br />CEQA. Nothing herein contained shall be deemed, expressly or impliedly, an <br />approval of any entitlement concerning the Project other than the Prezoning <br />Ordinance. <br /> <br /> 7.
