1. This Council hereby finds and determines that the foregoing recitals <br />are true statements of fact. <br /> <br /> 2. Having considered all of the evidence, both documentary and oral, <br />submitted in connection with the certification of the FEIR and the proceedings <br />upon the application for the Prezoning Ordinance, and having considered the <br />FEIR, this Council hereby finds that the Project may have a significant effect on <br />the environment, that some of the potential significant effects shall be mitigated <br />or avoided by the changes or alterations which have been required in, or <br />incorporated into, the Project; that some changes or alterations are within the <br />responsibility and jurisdiction of another public agency or other public agencies, <br />and can, or should be, adopted by said agency or agencies; and that some <br />significant effects upon the environment cannot be mitigated, as hereinafter set <br />forth: <br /> <br /> (a) Land Use. The Project is potentially incompatible with the heavy <br /> industrial and maritime commerce-related use of properties in the <br /> vicinity of the Property. Impacts resulting from such incompatibility <br /> include the generation of noise and the emanation of dust and <br /> odors from the heavy industrial activities, which impacts are <br /> potentially significant to future occupants and tenants of the <br /> Project. Similarly, conflicts may occur between heavy industrial- <br /> related truck traffic and lighter vehicular traffic related to the <br /> Project.
