The land use changes proposed by the Project Proponent for the <br /> Properly will, if enacted, not be consistent with the heavy industrial <br /> land use designations of lands in the vicinity of the Property <br /> currently located in the City of Redwood City and the maritime <br /> commerce/heavy industrial use of properties under the jurisdiction <br /> of the Port of Redwood City. The effect of said inconsistencies <br /> shall be mitigated so as substantially to lessen the impact thereof <br /> by requiring, as an express condition of approval for future <br /> entitlements pertaining to development of the Project, the <br /> conveyance of title by the owner of the Property to the Port of <br /> Redwood City of approximately 9.5 acres of property fronting on <br /> Redwood Creek, in exchange for which the Port shall convey title to <br /> the Project Proponent of approximately 140 acres of wetlands or <br /> former wetlands owned (but not used) by the Port for use by the <br /> Project Proponent as mitigation for the loss of approximately 11.4 <br /> acres of wetlands on the Property (see, FEIR p. 3.1-5); provided, <br /> that said exchange shall be subject to the requirements of the <br /> Charter of the City of Redwood City, including, without limitation, <br /> determination of the appraised values of the property interests to <br /> be exchanged.
