expansion properties for the Port in the reasonably foreseeable <br /> future. <br /> <br /> The change of land use designation corresponding to the Project, <br /> while different than the heavy industrial and maritime commeme- <br /> related uses in the vicinity of the Property, constitutes a change in <br /> land use designation between and among adjacent lands, but, <br /> when the effect thereof has been mitigated as herein, and in the <br /> FEIR, described, the use of the Property for the Project shall be <br /> compatible with surrounding land uses and shall not constitute <br /> "spot" zoning or otherwise be inconsistent with planned uses in the <br /> area within which the Property is located. <br /> <br /> Monitoring of the aforesaid mitigation measures regarding traffic, <br /> noise, and air quality impacts shall be provided as hereinbelow <br /> (and in the FEIR) described. Monitoring of the encroachment on <br /> the State-owned lands shall be accomplished through permitting <br /> requirements by the State. Monitoring of mitigation implemented <br /> by land use plan inconsistencies shall be accomplished through the <br /> amendment of said plans prior to final Project approval(s). <br /> <br /> (b) Visual. Construction-related visual impacts of the Project <br /> will include views of construction areas, obstruction of views by <br /> machinery, reduced or hazardous pedestrian access, and the <br /> emanation of particulate matter.
