provide similar visual impacts, consistent with their heavy industrial

uses.

The Project will add to the cumulative loss of open Bay land, but
such loss is not significant from the standpoint of visual impact
because the Project will lessen the negative visual character of the
surrounding industrial-use lands and the unproductive character of
the Property. The visual impact of the industrial neighboring lands
will be softened by the Iow profile buildings, walkways, and
landscaping of the Project, and the Project will provide access to
substantial visual amenities not now available, including visual
access to waterfront areas, including West Point Slough and Greco
Island. The Project will be consistent with the City's General Plan
policies in that it will provide attractive landscaping and natural
vegetation and will improve the visual quality of the Property.

The visual impact of surrounding industrial uses shall be
substantially lessened to a less than significant level by
landscaping, including plants, trees, and other visual amenities
which shall serve as a buffer or barrier against unsightly views
related to some of the industrial uses in the vicinity of the Property.
Monitoring of such mitigation shall be accomplished through the
provision of appropriate landscape plans and construction
documents in connection with Project approvals.

DES:rg 8
Reso-25a
G:~shared~ed wood~,Council

04/01/96R
