WHEREAS, on October 1, 2019, the Planning Commission held a study session on the Amendments, received public comment, and provided feedback to staff; and WHEREAS, on November 5, 2019, the Planning Commission held another duly noticed public hearing on the Amendments, and on said date the public hearing was opened, held and closed; WHEREAS, after the public hearing, the Planning Commission considered the proposed Amendments, and now desires to recommend that the City Council approve the Amendments; and WHEREAS, the City Council, by Resolution No. 15059 adopted on October 11, 2010, certified the General Plan Final Environmental Impact Report ("EIR"); and the City prepared an addendum to the EIR to address the environmental impacts of the Zoning Ordinance Amendment, which found that there are no new significant impacts nor any increase in the severity of previously identified impacts, and that no change in circumstance has occurred with respect to the EIR and the proposed Zoning Ordinance Amendment or the environment affected by the project that would alter prior environmental findings, conclusions, or mitigation measures; and WHEREAS, at the November 5, 2019 public hearing, the Planning Commission considered the whole of the record, including with respect to the EIR and the Addendum. NOW, THEREFORE, BE IT RESOLVED by the Planning Commission of the City of Redwood City as follows: Section 1. The recitals set forth above are true and correct, and are hereby incorporated herein by this reference as if fully set forth in their entirety. Section 2. CEQA. The Planning Commission finds that: a. The Addendum was prepared in accordance with all legal requirements, including CEQA Guidelines section 15164. b. The Planning Commission has reviewed and considered the Addendum, the EIR and other information in the entire record and has considered the information contained therein, including the written and oral comments received at the public hearing on the Amendments, prior to recommending that the City Council approve the Amendments. C. Based on substantial evidence in the record, the proposed Amendments are within the scope of the previously certified EIR for the purposes of CEQA.
