WHEREAS, on October 1, 2019, the Planning Commission held a study session <br />on the Amendments, received public comment, and provided feedback to staff; and <br />WHEREAS, on November 5, 2019, the Planning Commission held another duly <br />noticed public hearing on the Amendments, and on said date the public hearing was <br />opened, held and closed; <br />WHEREAS, after the public hearing, the Planning Commission considered the <br />proposed Amendments, and now desires to recommend that the City Council approve <br />the Amendments; and <br />WHEREAS, the City Council, by Resolution No. 15059 adopted on October 11, <br />2010, certified the General Plan Final Environmental Impact Report ("EIR"); and the City <br />prepared an addendum to the EIR to address the environmental impacts of the Zoning <br />Ordinance Amendment, which found that there are no new significant impacts nor any <br />increase in the severity of previously identified impacts, and that no change in <br />circumstance has occurred with respect to the EIR and the proposed Zoning Ordinance <br />Amendment or the environment affected by the project that would alter prior <br />environmental findings, conclusions, or mitigation measures; and <br />WHEREAS, at the November 5, 2019 public hearing, the Planning Commission <br />considered the whole of the record, including with respect to the EIR and the Addendum. <br />NOW, THEREFORE, BE IT RESOLVED by the Planning Commission of the City <br />of Redwood City as follows: <br />Section 1. The recitals set forth above are true and correct, and are hereby <br />incorporated herein by this reference as if fully set forth in their entirety. <br />Section 2. CEQA. The Planning Commission finds that: <br />a. The Addendum was prepared in accordance with all legal <br />requirements, including CEQA Guidelines section 15164. <br />b. The Planning Commission has reviewed and considered the <br />Addendum, the EIR and other information in the entire record and has considered <br />the information contained therein, including the written and oral comments <br />received at the public hearing on the Amendments, prior to recommending that the <br />City Council approve the Amendments. <br />C.
