<br />REPORT <br /> <br />6.2A <br />Page 1 <br /> <br /> <br />January 14, 2008 <br /> <br />SUBJECT <br />Service Employees International Union Local 521 (SEIU) Representation of Permanent <br />Part-Time and Contract Workers. <br /> <br />RECOMMENDATION <br />Approve resolution amending classification plan for permanent part-time positions. <br /> <br />BACKGROUND <br />Over the last twelve months, the City and SEIU have been in negotiations regarding the <br />City's part-time workforce that are not represented by SEIU. SEIU has been desirous of <br />moving part-time workers that have been in the City employ for twelve or more months <br />into the SEIU unit. The SEIU unit currently represents full-time, miscellaneous <br />classifications that are not designated as management positions. During these <br />discussions, SEIU and the City examined current provisions of the SEIU Memorandum <br />of Understanding (MOU) with the City that covers permanent part-time positions. <br />Section 15.5 of that MOU stipulates that part-time positions that work on a 12-month <br />ongoing basis shall be placed in the SEIU unit and receive pro-rated City contributions <br />to employee benefit programs and leave accruals offered to SEIU employees. The pro- <br />rated amount will be based on the percentage of a full-time schedule the part-time <br />position works. For example, if an employee works 20 hours a week, the employee will <br />receive a City contribution of 50% towards City paid employee benefits. In addition to <br />working on a 12- month ongoing basis as stipulated in Section 15.5 of the MOU, the <br />City and SEIU agreed that a position must work a minimum of 20 hours per week or <br />1040 hours a year to qualify for City benefrts and leave accruals. As a result of these <br />discussions, a total of 45 part-time employees representing 29.46 full-time equivalent <br />positions are being moved from the City's temporary or casual workforce into the SEIU <br />regular workforce. <br /> <br />In order to effectuate this agreement, the following casual job descriptions and salary <br />ranges need to be approved: <br /> <br />.
