7A
Page 2

Water Main Upgrade and Fire Sprinkler Requirements- The Board of Building Review and the
City Council Utilities Committee have reviewed the proposed water main upgrade and
companion fire sprinkler requirements, and recommend adoption. The fire sprinkler
requirements are covered in the Fire Code adoption ordinance. The proposed water main
upgrade ordinance and the proposed fire sprinkler requirements accomplish the following:

a) clarifies when fire sprinklers and water main upgrades are required;
b) establishes the same threshold (applies to new buildings and new dwelling units, dwelling
additions of 1,000 square feet or more);
c) coordinates fire sprinkler, water main upgrade, and water meter requirements; and
d) confirms that the water main upgrade is a water system requirement, not a city boundary
requirement.

In accordance with State law and the City Charter, a notice of the public hearing which contains
a summary of the ordinances, along with the water main upgrade ordinance (Attachment 3), will
be published twice in the official newspaper. Attachment 1 is the building codes ordinance. A
detailed executive summary of the building codes ordinance will be published an additional two
times, five days before the public hearing and fifteen days after. The City Council must also
adopt a resolution and the Finding of Facts for the local amendments (Attachment 2).

ALTERNATIVES
1. Amend the building codes or water main upgrade ordinances, based upon comments at the
public hearing.
2. Return the proposed ordinances to the Board of Building Review and/or the Council Utilities
Subcommittee for further review.

FISCAL IMPACT

The estimated $12,000 for processing the ordinance adoptions, purchase of new codes, initial
training, and implementation is included in the Building & Inspection operating budget for FY
2007/2008.

Ut'\ ~ tr-ue-'l.-
/ '
John LaTorra
Building & Inspection Manager

~

\;-,-/

Peter Ingram
Interim City Manager

Chu Chang, Acting Director
Community Development Services

ATTACHMENTS
1.
