<br />EXHIBIT" A" <br />SCOPE OF SERVICES <br /> <br />1. Purpose <br />The purpose of this scope of services is to provide the City of Redwood City (City) <br />Planning Division with professional consulting services related to on-call environmental <br />planning and CEQAsupport. Services will be provided by Wlnzler .& Kelly (Consultant) <br />and the project manager will be Valerie J. Young. Ms. Young will report to the City's <br />Planning Manager. Consulting support is anticipated for, but is not limited to, the <br />example work items identified in the following section. <br /> <br />2. Scope of Services <br />Following isa description of anticipated services to be provided by Consultant. City may <br />request additional and/or modified services, which may require amendment to this <br />scope, pursuant to the City's contract amendment procedures. <br /> <br />Task A: Redwood City CEQA Procedures <br />Consultant will. prepare the "Redwood City Local Guidelines for Implementation of the <br />California Environmental Quality Act." The purpose of this document will be to achieve <br />consistency in the City's CEQA processes and interpretations, and provide a set of <br />CEQAguidelines . that can be used by all City staff. The City intends that the new <br />guidelines will replace the existing "Redwood City Guidelines for Environmental Impact <br />Reports," which is comprised of City Resolutions 6882 and 7805. The new guidelines <br />will be used to conduct CEQA training sessions for City staff. The anticipated tasks <br />associated with this project are shown below: <br /> <br />. Consultant will prepare and submit first draft of guidelines for internal review. <br />City's review team will consist of the Planning Manager, Community <br />Development Services Director, Assistant City Attorney, and others that may be <br />appointed by the Planning Manager. <br />. Consultant will meet with review team to discuss draft guidelines and revisions. <br />. Consultant will prepare and submit revised draft guidelines for internal review <br />and approval. <br />. Upon completion of internal draft guidelines, Consultant will conduct CEQA <br />training sessions for City staff. It is anticipated that up to two training sessions <br />will be needed to provide adequate opportunity for City staff to attend. City is <br />responsible for determining invitation list .and meeting logistics. Consultant will <br />prepare PowerPoint presentation, agenda, and camera-ready originals for hand- <br />outs for the sessions; City will be responsible for producing required number of <br />copies for each session. It is anticipated that the training sessions will be <br />conducted in an informal workshop-style setting, and will be 3-4 hours in length. <br />. Following the training sessions, Consultant and City will decide if further revisions <br />to the guidelines are necessary. If so, Consultant will make revisions and submit <br />final document to City in electronic format. ~- <br /> <br />Task B: Onaoina CEQA Consultation for Development Applications <br />Consultant will provide CEQA support and technical guidance on processing and <br />document review for development applications being processed by the Planning <br />Division. Consultant may provide quality assurance/quality reviews of consultant and <br />staff work products. It is not anticipated that Consultant will prepare Initial Studies or <br />
