In addition, there are trainings and professional development opportunities
offered to Councilmembers by professional associations. Frequently events and activities attended by
Councilmembers have a cost for registration or participation.
The annual operating budget includes funds to be used by Councilmembers for approved activities that
support their official role as City representatives. Currently, each Councilmember is allotted $3,000 per
fiscal year. The City Council has not approved a policy to govern use of these funds, and staff have been
guided by Administrative Policy #21— Use and Expenditures of City Resources by Councilmembers, which
was adopted in 2006. The policy outlined instances when expenses incurred by Councilmembers while
acting in connection with approved activities constitutes authorized expenses and are reimbursable with
City funds, however, several provisions no longer reflected current practices.
