6.D. - Page 1 of 10 <br />/<�ik <br />Redwood <br />CitylCallifornia <br />Faunded 1867 <br />A,&/ <br />DATE: November 25, 2019 <br />SUBJECT <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />Adoption of City Council policy on Use and Expenditures of City Resources by Councilmembers <br />RECOMMENDATION <br />By motion, adopt a new City Council policy on Use and Expenditures of City Resources by <br />Councilmembers. <br />STRATEGIC INITIATIVE <br />Government Operations <br />BACKGROUND <br />As public officials who conduct business on behalf of the City, Councilmembers are often invited to attend <br />events, conferences, consortiums, and seminars in their official capacity as government representatives. <br />Councilmembers also appear at ceremonial events that support local organizations, civic partners, and <br />important City initiatives. In addition, there are trainings and professional development opportunities <br />offered to Councilmembers by professional associations. Frequently events and activities attended by <br />Councilmembers have a cost for registration or participation. <br />The annual operating budget includes funds to be used by Councilmembers for approved activities that <br />support their official role as City representatives. Currently, each Councilmember is allotted $3,000 per <br />fiscal year. The City Council has not approved a policy to govern use of these funds, and staff have been <br />guided by Administrative Policy #21— Use and Expenditures of City Resources by Councilmembers, which <br />was adopted in 2006. The policy outlined instances when expenses incurred by Councilmembers while <br />acting in connection with approved activities constitutes authorized expenses and are reimbursable with <br />City funds, however, several provisions no longer reflected current practices.
