6.D. - Page 2 of 10 <br />Governance Sub -Committee asked staff to develop a new policy on Councilmember use of City resources <br />to be approved by the City Council. <br />ANALYSIS <br />In an effort to clarify how allocated funds can be used, and to introduce procedures for seeking <br />reimbursement for qualified expenses, staff used Administrative Policy #21 as a guide to develop a new <br />City Council Policy. Administrative policies are adopted under the direction of the City Manager, while City <br />Council Policies are adopted by the City Council. The City Council's Governance Sub -Committee reviewed <br />a draft City Council policy on Use and Expenditures of City Resources by Councilmembers. A brief <br />overview of each section of the proposed City Council policy follows. <br />Approved expenses <br />The new policy states that Councilmembers may use City resources for the following activities: <br />a. Communicating and/or meeting with representatives of regional, state, and national government <br />on City -adopted policy positions; <br />b. Attending educational seminars designed to improve skills and/or gain knowledge relevant to their <br />service as Councilmembers; <br />c. Participating in local, regional, state, and national organizations whose activities affect the City's <br />interest; <br />d. Attending activities which recognize service to the City including but not limited to employee and <br />volunteer appreciation celebrations; <br />e. Attending events hosted by or sponsored by the City; <br />f. Attending meetings that implement a City -approved strategy for attracting or retaining businesses, <br />which typically involve at least one staff member; <br />g. Attending events that benefit non-profit organizations that serve the Redwood City community; <br />and <br />h. Attending to such matters where the Councilmember is serving in an official capacity, including <br />but not limited to matters pending before a judicial, quasi-judicial, or administrative tribunal. <br />Procedures for seeking reimbursement <br />The new policy outlines administrative procedures for submitting expenses for reimbursement via the <br />Statement of Expenses Schedule A (attachment B). The City Clerk's office is responsible for booking <br />Councilmember activities and ensuring the proper documentation and reporting of approved expenses. <br />Councilmembers can request registration for events through the City Clerk's office and staff can assist by <br />reserving lodging accommodations or event registration using a City charge card.
