6.G. - Page 2 of 16 <br />infrastructure by clarifying common questions regarding the existing standards, incorporating new and <br />lower cost technologies and methods, standardizing requirements that are already being requested by <br />staff during project reviews on a project by project basis, and updating code references. The most <br />significant changes will be introducing the construction details and private development guidelines for <br />recycled water systems, ensuring sanitary sewer cleanouts and other trip hazards are located out of the <br />pedestrian walkway, and updating the Caltrans standards references to the current version. Because <br />compliance with these standards is already being incorporated into development review for private <br />projects, staff does not anticipate that adoption of these standards would present a new burden on <br />development. <br />The proposed revisions have been reviewed in detail by Engineering and Transportation, Planning, Parks <br />and Recreation, Fire, and Public Works Services staff. As noted above, the proposed changes will allow <br />the standards to continue to conform to current codes and will reflect latest changes and improvements <br />in design and construction technologies, practices, methods and materials. <br />A complete set of updated, three -volume Engineering Standards are available for review in the City Clerk's <br />office. <br />The current Engineering Standards and the Resolution No. 15353 by which they were adopted would be <br />rescinded and the new Engineering Standards would go into full effect on November 4, 2019 if the City <br />Council approves the proposed resolution. <br />FISCAL IMPACT <br />There is no fiscal impact to the City as a result of this action. City projects already use the standards <br />proposed. The updated Standards will avoid change orders or extra cost claims that lead to more <br />expensive delays. <br />ENVIRONMENTAL REVIEW <br />This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA <br />Guidelines, section 15378, because it has no potential for resulting in either a direct or reasonably <br />foreseeable indirect physical change in the environment. <br />PUBLIC NOTICE <br />Public Notification was achieved by posting the agenda, with the agenda items being listed, at least 72 <br />hours prior to the meeting.
