. '

EXHIBIT "A"

SCOPE OF SERVICES
Addison Olian Inc. (AD Agency)

Addison Olian Inc. shall provide marketing and promotional services for the following
three (3) projects:

A. Economic Development Marketing Brochure and Website
The objective is to create an impressive, multi-functional marketing brochure that will
present the City of Redwood City's opportunities to developers, investors, and other
decision-makers, such as human resource professionals, facility managers and
commercial real estate brokers. The marketing brochure will have "x" number of pages,
photos, images and glued pocket(s) designed to hold inserts, with a slit for inserting a
business card and a matching envelope. Addison Olian Inc. will develop an idea or
ideas for a "quick read" piece, including an actual-size mock-up (rough comprehensive)
with options to consider such as size, layout, pockets, etc. Photography costs and
expenses will be estimated for Agency review; printing estimates and options, and
production costs to design and finalize the items approved by Agency will be presented
for Agency evaluation and discussion.

The strategy is to offer a brochure via mail or PDF email attachment and give Redwood
City staff a handout piece in which to enclose marketing materials, article reprints and
real estate data that will keep the brochure and website fresh and personalized. This
idea presents a "quick-hit" approach that is both interactive and provocative. It will lead
to action by phoning the City of Redwood City or going to the website which positions
Redwood City as being "the next big thing." The premise is based on "timing is
everything" and investing now in Redwood City will reap rewards for developing, leasing
or investing. The final deliverables will be concepts in preliminary, not final art form for
Agency review and estimated costs to produce, print and otherwise finalize the
approved items. Fees are for creative directions, not tangible end products. (Estimated
fees: $7073.00)

B. Media Plan for Marketing & Sponsorship
The objective is to define a media plan for Redwood City's Redevelopment Department.
Consultant shall work with Agency to Define the target prospects, geographic area, key
influencers as well as a "non-profit" policy that will significantly reduce or eliminate the
recurring need to assess, meet and negotiate media placement. Addison Olian Inc. will
offer experience in media planning in consumer, business and real estate markets. A
thorough review of prospective as well as important media outlets will be evaluated. A
non-profit budget and plan will be recommended which will eliminate "knee-jerk"
oriented placement that does not adhere to a new approved policy. Deliverable will be
specific recommendations in writing with a template for future updates. Approximately,
four (4) weeks are required for completion upon approval. (Estimated fees: $ 2262.00)

Atty/Atty/Agr.2007.107
112807

10
