BAY AREA WATER SUPPLY AND CONSERVATION AGENCY

EXHIBIT A

A. SCOPE OF SERVICES
Summary

To date, 15 Water Utilities (i.e., Agencies) have joined with BAWSCA in a washing
machine rebate program. Beginning January 1, 2008, PG&E will be the program administrator
for this program. The program offers rebates to customers who have purchased washing
machines for personal use, and whose machines meet certain water saving criteria.
Customers who have purchased a new washing machine can fill out an application and
apply for a rebate if the washing machine is on a list of "Qualifying Clothes Washers" (Tier 2 or
Tier 3 of the Consortium for Energy Efficiency list) maintained by PG&E. PG&E will send
BAWSCA an Excel file each week that will have a detail line for each rebate application. The
file will include the following 26 fields:

.
