12/09/2019 <br />RESOLUTION NO. 15806 <br />RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDWOOD <br />CITY 1) ACCEPTING THE FY19-20 HAZARD MITIGATION GRANT <br />PROGRAM GRANT AWARD INCREASE OF $253,071.50 FROM THE <br />FEDERAL EMERGENCY MANAGEMENT AGENCY (FEMA) AND THE <br />CALIFORNIA GOVERNOR'S OFFICE OF EMERGENCY SERVICES <br />(CAL OES); 2) AUTHORIZING THE CITY MANAGER TO EXECUTE <br />ANY REQUIRED GRANT AGREEMENT AND RELATED CONTRACT <br />DOCUMENTS; 3) INCREASING THE WATER CAPITAL PROJECTS <br />FUND BY $253,071.50; 4) TRANSFERRING RESERVES OF $84,357.17 <br />FROM THE WATER ENTERPRISE FUND TO THE WATER CAPITAL <br />PROJECTS FUND; AND 5) INCREASING THE WATER CAPITAL <br />PROJECTS FUND EXPENDITURE BUDGET BY $337,428.67 <br />WHEREAS, on October 10, 2011, the City Council accepted the Water System <br />Master Plan Report and directed staff to move forward with specific recommendations <br />and projects for future Council consideration. The Water System Master Plan (Master <br />Plan) includes the groundwork for an integrated seismic improvement program that <br />prioritizes projects based on criticality, funding levels, cost benefit ratios, and the City's <br />level of service expectations; and <br />WHEREAS, the Master Plan ranked seismic improvement projects as the highest <br />priority among the identified capital improvement projects; consequently, staff <br />recommends they be implemented first. <br />Recommended projects include: <br />1. Strengthen the wood roof of the Carson Reservoir to prevent the collapse of the <br />roof into the reservoir. <br />2. Provide isolation valves and standpipes in the Redwood Shores region to allow <br />for rapid resumption of water service following earthquake related damage to the <br />water pipes in that region. <br />3. Anchor essential equipment in pump stations. <br />4. Provide flexible piping connections and/or improve anchorage at Glenloch, <br />Easter Cross, Cambridge 1&2, Easter Bowl, and Wilmington Tanks to <br />accommodate potential tank uplift or sliding. <br />WHEREAS, since 2011, in accordance with the City Council's Grant <br />Management directives, staff has been aggressively pursuing grant funding from the <br />Federal Emergency Management Agency (FEMA) to assist in accomplishing City capital <br />improvement goals and objectives. The FEMA Hazard Mitigation Grant Program would <br />allow the City to complete the above-mentioned essential seismic retrofit work with no <br />on-going impacts on City finances and administration; and <br />WHEREAS, On October 8, 2018, Staff received an Award Letter from FEMA and <br />the California Governor's Office of Emergency Services (Cal OES) approving a <br />ATTY/RESO.0114/APPROVING AN APPROPRIATION WITHIN THE RWC CAPITAL PROJECTS FUND RESO.
