6.C. - Page 2 of 7 <br />ANALYSIS <br />In recent months, in compliance with the agreement included in the 2019-21 MOU, and to address <br />California Public Employees Retirement System (CaIPERS) reporting requirements, representatives of the <br />City and IAFF Local 2400 have met and conferred in good faith and have reached an agreement on changes <br />to the Education Incentive benefit. <br />Agreed upon changes include: determining the education incentive benefit solely on educational levels; <br />the broadening of education incentive pay to include compensation for obtainment of certain job-related <br />certifications; and promoting higher educational levels for members of the IAFF Local 2400 bargaining <br />unit. These changes will establish a benefit that complies with CaIPERS reportable compensation, and will <br />lead to enhanced professionalism within the department, which will better prepare IAFF members seeking <br />advancement opportunities. <br />FISCAL IMPACT <br />The amendment to the IAFF MOU will result in an estimated total annual cost impact of $230,000 for <br />salary and salary -related benefits. This can be accommodated within the existing FY 2019-20 Fire <br />Department budget and no new budget allocation is required. <br />ENVIRONMENTAL REVIEW <br />This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA <br />Guidelines, section 15378, because it has no potential for resulting in either a direct or reasonably <br />foreseeable indirect physical change in the environment. <br />PUBLIC NOTICE <br />Public Notification was achieved by posting the agenda, with the agenda items being listed, at least 72 <br />hours prior to the meeting <br />ALTERNATIVES <br />The City Council may decline to approve the proposed side letter and request that staff continue meeting <br />with the IAFF in order to include different provisions for this benefit. <br />ATTACHMENTS <br />Attachment A - IAFF Side Letter of Agreement <br />REPORT PREPARED BY: <br />Page 2 of 3 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.ore <br />202 <br />
