6.C. - Page 4 of 7 <br />SIDE LETTER BETWEEN CITY OF REDWOOD CITY AND <br />INTERNATIONAL ASSOCIATION OF FIRE FIGHTERS (IAFF) LOCAL 2400 <br />RE: EDUCATION INCENTIVE PAY <br />The City of Redwood City ("City"} and San Mateo County Fire Fighters, International <br />Association of Fire Fighters Local 2400 ("Association'} (collectively referred to as the <br />"parties' hereby tentatively agree to the following side letter, subject to Association <br />ratification and City Council adoption, <br />WHEREAS, in 2018-19 negotiations for a successor Memorandum of Understanding (MOU), <br />the parties agreed to temporarily suspend Educational Incentive Pay for newly eligible <br />employees pending the Education Incentive Committee process; <br />WHEREAS, the City and Association have met and conferred in good faith, and reached <br />tentative agreement over modifications to Education Incentive Pay; <br />NOW THEREFORE, by this side letter, the parties agree to modify MOU Section "7.12 <br />Educational Incentive" by replacing the existing MOU Section 7.12 with the following: <br />SECTION 7 -- PAY <br />7.12 Education Incentive Pay <br />Education Incentive pay provided in this Section 7.12 shall be considered wages for the <br />purposes of computing overtime, holiday pay, and CalPERS retirement benefits in accordance <br />with CalPERS regulations. <br />Employees must earn all qualifying college credits at an accredited college or university, <br />including specified credits in the field of Fire Science. <br />Education Incentive Pay will be effective the first pay period following submission of the <br />applicable, official records of completion to the Personnel Officer. Official records of <br />completion shall consist of the official transcript of study for the college credit requirement, <br />diplomas for degree requirements, and State Fire Training certificates for certification <br />requirements. For the purpose of Section 7.12.3, "successful completion" of a State Fire <br />Training certificate shall be defined as: <br />1. Receipt of the California State Fire Training certificate, or <br />2. Completion of the coursework required for the certification, and completion of as <br />much of the certification task book as possible at the employee's current rank, subject <br />to the approval of the Redwood City Fire Department Training Officer. <br />For the purposes of this Section 7.12, an accredited college or university means an institution <br />accredited as a community or junior college, or accredited as a senior college or university <br />with the Western Association of Schools and Colleges and/or an accrediting organization <br />recognized by the Council for Higher Education Accreditation (CHEA). <br />The maximum Education Incentive Pay available under this Section 7.12 is the equivalent of <br />five percent (5%) of Base Pay. <br />In accordance with the 2019 MOU between the parties, effective the first pay period following <br />City Council adoption of this Side Letter, Education Incentive pay that was temporarily <br />8728379.2 RE180-020 <br />Page 1 of 4 <br />204 <br />
