6.D. - Page 2 of 3 <br />ANALYSIS <br />This project increased safety and mobility near the crossings by constructing sidewalks and crosswalks to <br />provide direct continuous paths leading to/from the railroad pedestrian gates. Additional street lighting <br />has been installed to increase lighting levels near the tracks, improving visibility of the tracks and <br />pedestrians at night. The traffic signal at the intersection of Broadway/Marshall Street/Arguello Street has <br />been upgraded to improve traffic flow and reduce traffic delays when the railroad gates are down during <br />train crossings. Bicycle warning pavement markings have been installed to increase safety for people <br />riding bicycles. <br />In coordination with the City's Section 130 Program Project, Caltrain constructed compatible <br />improvements within Caltrain's right-of-way at the same locations. These changes included new vehicular <br />and pedestrian protective warning devices, pedestrian gates, and pavement markings. <br />The project was constructed in accordance with City specifications and to the satisfaction of the City's <br />Engineering and Transportation Division. The contract required a faithful performance bond and a labor <br />and material bond that can be released at this time. Contract change orders totaling ($68,181.20) were <br />issued for final quantity adjustments and modifications to the project scope. The final contract amount is <br />$909,541.20, approximately 8% above the initial contract amount. <br />FISCAL IMPACT <br />The Caltrain Grade Crossing Improvements - Section 130 Program Project was included in the Capital <br />Improvement Program Budget under the Transportation Grants Fund (FY 2016-17). No additional funding <br />is required. Project construction costs are fully funded by the grant. <br />ENVIRONMENTAL REVIEW <br />Accepting the project and releasing bonds and retention is not a project under California Environmental <br />Quality Act (CEQA) as defined in CEQA Guidelines, section 15378, because it has no potential for resulting <br />in either a direct or reasonably foreseeable indirect physical change in the environment.
