6.G. - Page 2 of 13 <br />Minimum Wage Adjustment <br />On April 9, 2018, the City Council adopted an Ordinance to add Chapter 46, "Minimum Wage Ordinance," <br />to the Redwood City Code, adopting an increase of the minimum wage for employees working within the <br />City of Redwood City to no less than fifteen dollars ($15.00) per hour by 2020. On December 10, 2018, the <br />City Council approved an amendment to the City's salary plan to comply with the subject ordinance's first <br />increase to the minimum wage in Redwood City, which increased the local minimum wage to thirteen <br />dollars and fifty cents ($13.50) per hour. The subject ordinance's next increase will be effective January 1, <br />2020, and will increase the minimum wage in Redwood City to $15.38 ($15.00 plus the prior year's <br />increase, if any, in the consumer price index [CPI] ending August). CPI for the year ending August 2019 <br />was 2.5 percent. Staff recommends adjustments to the salary ranges for certain classifications to ensure <br />compliance with increased local minimum wage. <br />City Clerk Salary Range <br />In November 2018, Redwood City voters approved a change to the City Charter that provided for the City <br />Clerk to report the City Manager rather than the City Council. Consistent with other Executive <br />Management classifications that are appointed and report directly to the City Manager, staff is proposing <br />to set a salary range for the City Clerk classification. City appointees have a single salary, set by the City <br />Council and modified periodically. Taking into account factors such as the cost -of -living, recruitment and <br />retention goals, internal alignment, and compensation survey data from comparable Bay Area cities, as <br />well as the current financial condition of the City, and any anticipated fiscal challenges, the proposed <br />salary range for the City Clerk is $10,380-$14,013/month to be effective July 8, 2019. <br />FISCAL IMPACT <br />Funding for the minimum wage increase required by the ordinance, estimated to be $530,000 annually, <br />including adjustments to wages for certain classifications and an annual contract for third party <br />enforcement of the minimum wage ordinance, was previously approved by City Council and is included in <br />the Fiscal Year 2019-20 Adopted Budget. Creation of a salary range for the classification of City Clerk will <br />result in an estimated total annual cost impact of $21,000 for salary and salary -related benefits, which <br />will be budgeted in subsequent budget cycles. <br />ENVIRONMENTAL REVIEW <br />This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA <br />Guidelines, section 15378, because it has no potential for resulting in either a direct or reasonably <br />foreseeable indirect physical change in the environment. <br />Page 2 of 3 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />319 <br />
