7.D. - Page 17 of 126 <br />Executive Summary <br />Executive Summary <br />This document is an addendum to the previously certified A New General Plan for Redwood City <br />Final Environmental Impact Report (Final EIR) (State Clearinghouse #2010052034). It is prepared in <br />compliance with the California Environmental Quality Act (CEQA) of 1970, Public Resources Code <br />Section 21000, et seq., as amended, and implementing CEQA Guidelines, Title 14, Chapter 3, Section <br />15000, et seq. of the California Code of Regulations. <br />CEQA recognizes that between the date an environmental document for a project is completed and <br />the date that project is fully implemented, one or more of the following changes may occur: 1) the <br />project may change; 2) the environmental setting in which the project is set may change; and/or 3) <br />previously unknown information can arise. Before proceeding with a project, CEQA requires the lead <br />agency to evaluate these changes to determine whether they affect the conclusions in the prior <br />environmental document. <br />The purpose of this addendum is to assess impact differences between the proposed Mixed -Use <br />Live/Work Zoning Amendment Project, herein referred to as the "proposed project," and the <br />adopted Redwood City General Plan (titled the New General Plan and referred to hereinafter as the <br />General Plan). More specifically, this addendum is designed to determine whether and to what <br />extent the Final EIR certified in 2010 is sufficient for addressing the potential impacts of, and <br />providing required mitigation for, the proposed project. <br />The General Plan created a number of land use designations, including four that provided <br />impetuous for the Comprehensive 2013 Zoning Ordinance Amendment. These were (1) Mixed -Use <br />Neighborhood, described in Article 54 of the Zoning Ordinance; (2) Mixed -Use Live/Work, described <br />in Article 55 of the Zoning Ordinance; (3) Light Industrial Incubator Overlay, described in Article 17A <br />of the Zoning Ordinance; and (4) Commercial -Office Professional/Technology, described in Articles <br />16 and 29 of the Zoning Ordinance. The 2013 Addendum to the Final EIR (2013 Addendum) <br />considered the effects of the above -listed amendments to the Zoning Ordinance. <br />The proposed project involves amendments to the Mixed -Use Live/Work (MULW) zoning district <br />and the Mixed -Use Live/Work with the Emergency Shelter (S) combining district. For the purposes of <br />this report, both zones will be referred to as Mixed -Use Live/Work (MULW). The proposed project <br />also involves associated amendments to the zoning ordinance, particularly Ordinance No. 1130 of <br />the Redwood City Municipal Code. Proposed changes to the MULW zoning district and MULW-S <br />combining district would apply to 30 individual blocks in Redwood City. Section 2 of this addendum <br />describes the proposed project in detail, which includes an increase in density from the existing 20 <br />dwelling units (du) per acre to 40 dwelling units per acre for projects that provide community <br />benefits. This increase in density would result in slight increase to traffic and demand for public <br />services; however, this increase would not be significant, as described further in Section 3 of this <br />addendum. <br />No substantial changes are proposed to the General Plan nor have substantial changes in <br />circumstances occurred that would require major revisions to the certified Final EIR prepared for the <br />General Plan. Significant impacts beyond those identified and analyzed in the certified Final EIR <br />would not occur as a result of the proposed project due to the small magnitude of change as <br />compared to the comprehensive EIR evaluation. Overall, the proposed project would result in no <br />Addendum to the Final Environmental Impact Report <br />618 <br />
