7.D. - Page 21 of 126 Introduction (A) The project will have one or more significant effects not discussed in the previous EIR or negative declaration (B) Significant effects previously examined will be substantially more severe than shown in the previous EIR (C) Mitigation measures or alternatives previously found not to be feasible would in fact be feasible, and would substantially reduce one or more significant effects of the project, but the project proponents decline to adopt the mitigation measure or alternative (D) Mitigation measures or alternatives which are considerably different from those analyzed in the previous EIR would substantially reduce one or more significant effects on the environment, but the project proponents decline to adopt the mitigation measure or alternative Pursuant to Section 15164(a) of the CEQA Guidelines, an addendum to an EIR may be prepared by the Lead Agency that prepared the original EIR if some changes or additions to the project have become necessary, but none of the conditions have occurred that require preparation of a Subsequent EIR. An addendum must include a brief explanation of the agency's decision not to prepare a Subsequent EIR, supported by substantial evidence in the record as a whole (Section 15164(e)). The addendum to the EIR need not be circulated for public review, but it may be included in or attached to the Final EIR (Section 15164(c)). The decision-making body must consider the addendum and the EIR prior to making a decision on the project (Section 15164(d)). 1.7 Background and Planning History 1.7.1 General Plan for Redwood City and Program Final EIR On October 11, 2010, the City Council of Redwood City certified the Final EIR for the General Plan for Redwood City and adopted by resolution a comprehensive update of the General Plan. The General Plan represented a transformation from the prior 1990 General Plan, and it established new policies, goals, and implementation programs for the long-term physical development of Redwood City, constituting the blueprint for how the city will look, how development will occur, and providing a framework for the provision of City programs and services. The General Plan responded to state laws current at the time it was written. It addresses housing, urban form, circulation, atmosphere and climate, water resources, child care, seniors, health, historic resources, economic development, safety, and sustainability initiatives in the city. The General Plan includes significant revisions to the land use map and completely new text, proposing progressive, innovative programs and policies for certain corridors and focus areas. The certified Final EIR provided a programmatic analysis of the potential impacts of the buildout of the General Plan. In conjunction with the certification of the Final EIR in October 2010, the City Council also adopted Findings of Fact, a Mitigation Monitoring and Reporting Program (MMRP), and a Statement of Overriding Considerations. The CEQA Findings adopted by the City indicate the General Plan would result in certain significant environmental impacts that could not be fully avoided by implementation of the feasible mitigation measures. These include impacts to air quality, transportation, utilities, and global climate change. Information and technical analyses from the certified Final EIR are referenced throughout this addendum.
