7.D. - Page 40 of 126 <br />City of Redwood City <br />Mixed -Use Live/Work and Emergency Shelter Zoning Amendment Project <br />Impact 4.3-3: The Redwood City General plan provides <br />adequate buffers between new or existing sources of air <br />pollutants (toxic air contaminants (TACs)) and new or existing <br />residences or sensitive receptors, the General Plan does not <br />address recent Bay Area Air Quality Management District <br />(BAAQMD) guidance on protecting people from the risks of <br />TACs. Consequently, allowable development under the General <br />Plan may result in exposure of sensitive receptors to TACs. <br />Less than The primary source of TAC emissions remains U.S. Highway 101 <br />significant with traffic, industrial uses, and the port. The General Plan includes a <br />mitigation mitigation measure to require that potential air quality impacts <br />from new development projects be evaluated pursuant to the <br />applicable BAAQMD CEQA Guidelines in effect at the time the <br />City commences the air quality evaluation, which may include <br />the establishment of specific overlay zones around existing and <br />planned sources of TACs. Under the proposed project, this <br />mitigation measure would continue to apply to projects in the <br />MULW zone. Furthermore, the proposed project would not <br />affect blocks within 500 feet of U.S. Highway 101 or the port. <br />Impact 4.3-4: The increased population allowed by the General Less than <br />Plan would increase traffic volumes along roadways, which significant <br />could increase carbon monoxide emissions. It could lead to additional traffic and <br />carbon monoxide emissions, but 1,269 new residents would <br />represent a small increase over the anticipated 2030 population <br />(1.4 percent), and, the proposed project would concentrate <br />development along existing transit corridors and in existing <br />urban areas where goods and services are accessible to bicyclists <br />and pedestrians. This would reduce vehicle trips and vehicle <br />miles traveled compared to development in more car -dependent <br />areas of the city. As described in Table 4.3-8 of the General Plan <br />EIR, concentrations of carbon monoxide are anticipated to <br />decrease substantially in the future with improvements to <br />exhaust systems and reformulated fuels, and would not <br />approach exceedance of applicable NAAQS or CAAQS thresholds. <br />The proposed project would include no changes to Program PS -8 <br />of the Public Safety Element. This program only allows new <br />emissions or odor sources if the minimum screening distances <br />between sources and receptors established in the BAAQMD <br />CEQA Guidelines or other appropriate source can be met, or if <br />detailed project -specific studies demonstrate compatibility with <br />adjacent uses despite separations that do not meet the screening <br />distance requirements. <br />Similar to the conclusions in <br />the General Plan EIR, the <br />proposed project would <br />result in less than significant <br />impacts from TACs. No new <br />or more severe impacts <br />would occur.
